Like tomato seedlings at the market - like that Predrag's Koluvija advertises hemp on his own plantation and invites visitors to his company's website to "Jovanjica Nova” to invest in it and make good money.
He explains that everything is legal, that he has all the permits, and that the MUP and the Ministry of Health have been informed about it.
In the video on the "Raskonop" website, he also talks about the fact that hemp cigarettes are produced for the foreign market, according to signed contracts, and explains how everyone interested can invest in that business.
The video also appeared on X.
In another video posted on TikTok a few days ago, two guys talk about the "legal weed" they grow in villages in Serbia and how anyone can become the owner of a plant on the plantation for 50 euros. They then do all the work, and you later "reap" the fruits of the investment.
They also add that it is a way to rebuild the villages.
What does Jovanjica Nova offer?
In addition to information on how to invest in a hemp plantation, the website "RasKonop", the web address of the company "Jovanjica Nova", lists a number of products that are intended exclusively for export.
We also offer brandy made from hemp and plum, which will be sold from 2024.
It is planned to start foreign sales of hemp insulation products from 2026. By the end of the same year or in the first half of 2027, the offer should include textiles and exclusive clothing made of hemp, and by the end of 2025, customers from abroad should be able to buy nicotine-free cigarettes from the plant from the plantation.
During 2025, foreign buyers should also be offered hemp food products.
Next year's offer should also include hemp building blocks, animal feed, and an ecological alternative to wood.
From Jovanjica to a new company
Predrag Koluvija, who is on trial before the Special Court for Organized Crime in Belgrade for owning the largest marijuana plantation in Europe, founded a new company in 2023. Although the first accused, he does not appear at the trials and does not give up cannabis. His defense attorney is a high-ranking official of the Serbian National Party and member of parliament, Vladimir Đukanović.
At first, two proceedings were conducted before the court, but they were later combined.
The unified court proceedings "Jovanjica" started anew at the beginning of May 2025, because the member of the court panel changed.
Predrag Koluvija was absent from several consecutive hearings due to "heart problems". Therefore, on July 8, 2025, the court panel issued an order to conducted a forensic medical examination of his state of health.
"Considering how long it took Colluvium does not appear at the trial, and taking into account his social activities, the court issues an order to carry out an expert examination of his medical condition", the judge explained his decision at the time Zoran Ganic.
It is planned that the expert examination will be performed by the Institute of Forensic Medicine. The experts will review the medical documentation submitted to the court, as well as the documentation from all the medical institutions where Koluvija was treated, in order to determine whether he is fit to attend the trial in this case.
The institute is obliged to submit the findings to the court within 30 days. The experts are warned that all the facts they come to in connection with this expert opinion are confidential, and that giving a false expert opinion is against the law.
In the "Jovanjic" case, the inspectors of the IV department of the Belgrade police, accused of abuse of office, are also on trial.
One of them, Milan Isakov, stated in September 2023 at the trial for the illegal production of marijuana on the agricultural estate "Jovanjica" that he saw a drug factory on that property, but that he did not participate in the search due to health reasons.
He added that Koluvija mentioned his connections with politics.
When asked where he got his operational knowledge about Jovanjica, he said from inspectors Slobodan Milenkovic and Dusan Mitić. When asked who gave him the order to return Koluvija to Belgrade, he said "Milenković".
By the way, in August 2023, Slobodan Milenković he was dismissed from the post of head of the Belgrade Police Department for the fight against drugs, and Dušan Mitić from the post of operative. By a formal decision of the MUP Cabinet, they were assigned to other positions outside the Department for the Fight against Drugs, announced the Tomanović Law Office, which represents Milenkovic in the case of Jovanjic.
"The decision of the political top of the police is essentially the replacement of the inspector and represents, first of all, a direct prevention of further investigation and verification of operational findings that lead the "Jovanjica" project to the centers of power in our country. This shift is both revenge against the policemen and pressure before the upcoming testimony," it was stated in the announcement.
At the end of 2024, the public found out that they were officials of the Serbian Progressive Party Vladimir Djukanovic and the former owner of the Objektiv portal, Aleksandar Papić, through an intermediary, to Slobodan Milenković offered a bribe of 100.000 euros to cover up the Jovanjic case and that he was told to do it on behalf of the President of Serbia, Aleksandar Vučić.
The inspector general's official note released in late 2024, in which these claims were made, was not marked "top secret" or marked with any level of secrecy. This indicates that the authorities tried to prevent information about the police officer's official note from reaching the public who arrested Predrag Koluvia, co-owner of "Jovanjica".
The "Jovanjica" case
The case of "Jovanjica" is one of the biggest and most controversial criminal processes in modern Serbia. At the center of the affair is Predrag's Koluvija, the owner of the company "Jovanjica", which supposedly produced organic food and industrial hemp. However, in November 2019, the police discovered a large illegal marijuana plantation on the property of this company in Stara Pazova.
On that occasion, about 1,6 tons of marijuana were seized, as well as about 65.000 cannabis stems in various stages of growth. In addition to drugs, equipment for professional cultivation, fake police documents and weapons were also found.
Koluvia was stopped by the inspectors of the IV department of the Belgrade police, Milan Isakov and Slobodan Milenković.
Isakov later said that Koluvia was "extremely cooperative" when they stopped his car, that he took his official ID out of his pocket and said that he worked in the office of the Minister of the Interior. He added that the ID appeared to be genuine, but was later found to be fake.
Koluvia is accused of being the leader of an organized crime group, with the support of several members of the police, BIA and other security structures. The trial was divided into two cases: "Jovanjica 1" (against Koluvia and his associates) and "Jovanjica 2" (against civil servants who allegedly helped him), but was later unified.
Several members of the police, BIA and military structures were accused of helping Koluvija: providing security, covering up, providing logistics. Claims that he had political protection, but this has not yet been proven in a court of law.
In 2015, Koluvija was part of the delegation of the President of Serbia during a business visit to Russia. The opposition claims that the case was covered up and that it has connections with the top of the government, which the government denies. Aleksandar Vučić and other officials claimed that "Koluvija is innocent until proven otherwise".
The company "Jovanjica" was blocked from November 28, 2019, but in in July 2025, according to NBS data, her accounts were unblocked.
