What happened
On the address ulicneakcije.com it was written that it was about "Student teams for street actions", and below it was a list with the first and last name, e-mail address, place of residence and phone number of 3.625 people. According to a search of the website carried by 021.rs, only the data of persons from Vojvodina were published, among them from Novi Sad, Bački Petrovac, Zrenjanin, Ruma, Sremska Mitrovica, Temerin and Bač.
On October 14, the link was shared on X, with the comment that "the blockers have a list of supporters who plan to cause riots on election day" and the message "Hey police", as well as the invitation to "Check the list, you might know someone". The site was available for several hours.
According to Bojan Perkov for Storyteller, the Share foundation contacted the hosting provider, Mint Hosting from Niš, without delay, based on the power of attorney of the group of injured persons, and the site was removed shortly after 22 p.m.
On October 15, the informer reported that the Vaseljenska portal informed the Commissioner and the MINT ICT company about everything and announced a criminal complaint against those responsible.
On October 19, an Instagram account posing as a local media outlet from Temerin published the names and information of the members of the mobile election team, with the description "who are the Temerin blockers for the street actions on election day."
On October 20, the Share Foundation announced what happened, and the site, as stated by 021.rs, was suspended and the content removed, but the information is still spreading.
One of the citizens whose data was published told Storyteller, anonymously, that she left the data during the student action "Declare Victory" in December last year, when about 400.000 signatures were collected in one day, and that she did not sign up for any activity.
"New Blocker Diversion"
The pro-government media did not talk about the violation of personal data, but about the proof of the students' intentions: Informer called the list "a new diversion of the blockaders", and Alo, B92 and Novosti published texts under the same title "Street actions: a new diversion of the blockaders".
The Instagram account that shared the data of the Temerians was opened in February of this year and mainly publishes content that targets the Student List and glorifies SNS. Storyteller did not manage to get information from the Student Movement as to whether the data is part of their database, and sent questions to the Commissioner, but it remained unanswered. According to the Personal Data Protection Act, public disclosure of personal data is illegal and subject to misdemeanor and possibly criminal sanctions.
This comes as reports of illegal surveillance of government critics mount. SHARE announced on September 2 that since the beginning of 2026, at least 14 people, among them students, activists, one MP and one local opposition councilor, have been targeted by advanced spyware.
Citizen Lab and SHARE then confirmed that it was phone number of the rector of the University of Belgrade Vladan Đokić was infected with the Pegasus software, and that senior prosecutor's associate Rade Bajić from the Prosecutor's Office for Organized Crime received Apple's notification that he was the target of such an attack.
The Movement of Free Citizens announced that it received a Google warning about attempts to compromise its email account by state-backed actors, and the students of Jova Gymnasium claim that their plenums were tapped.
The students in the blockade announced on October 18 that they knew that their meetings were being recorded and arrests were being prepared before the final rally, and Judge Miodrag Majić said that the Belgrade prosecutor's office had organized special duty for election days, which VJT disputes.
Why is this important?
Publishing names and phone numbers with a message to the police exposes people to intimidation and potential danger, and those who left the information in good faith, for student actions, may not even know they are on that list.
In a series of other applications, this case speaks about the security of the data of citizens participating in political life, which is important in the run-up to elections, when trust that collected data will not be misused affects people's willingness to participate.
Until the origin of the database is determined, it is not clear whether it is a leak, theft or a fabricated list, and liability arises from this. Those who further share the data can also be held accountable under the law.
Citizens whose data has been published can submit a report to the Commissioner, who can initiate inspection and punish those responsible, as well as criminal charges if there are elements of a criminal offense.
