As "an absolutely premature conclusion and an attempt to wash away responsibility GSP management-a", Ivan Banković from the Trade Union Center GSP Belgrade evaluates the new announcement of this company tram the accident that happened last week in the capital.
GSP Belgrade announced that the competent professional services have completed the analysis of the condition of vehicles and tram infrastructure at the place where the tram derailed on line 5. which happened on May 25th at the intersection of Cara Dušana and Knićaninova streets, and that the tram driver is solely responsible for the incident.
"Based on the performed inspections, controls and submitted reports, it was indisputably established that the tram infrastructure was not the cause of the tram derailment. It was confirmed that the switch at the scene was mechanically correct and functional, as well as that no defects were found on the track and other elements of the infrastructure that could lead to the occurrence of such an event," the statement said.
GSP adds that the tram passed a technical inspection the night before the accident.
"After the analysis of the condition of the infrastructure, the vehicles and the collected relevant data, it was determined that the circumstances of this event are related to the human factor, that is, the behavior when the vehicle passes through the crossing area. According to data from the information system for monitoring the movement of vehicles, the tram was moving at a speed of 28 kilometers per hour at the moment of encountering the crossing, which is almost three times more than the maximum permitted speed of 10 kilometers per hour," said the GSP.
The announcement also states that the regulations provide for the obligation to visually check the position of the turn signal immediately before the vehicle passes, as well as that all the circumstances of the event will be finally determined within the framework of the competent procedures.
"Attempt to shift responsibility"
Ivan Banković believes that the conclusions of GSP are premature.
"This is absolutely premature and is an attempt to wash away the responsibility of the GSP leadership, primarily the executive director for the electrical subsystem, Goran Manojlović, who is responsible for the condition of the tram and electrical infrastructure in the City Transport Company," Banković told Vreme.
Commenting on the allegations about the tram's speed, he claims that they are based on GPS system data, which, according to him, cannot be relevant evidence.
"It is a GPS system that sends data about the movement of the vehicle every 30 seconds. Such data cannot be authoritative in court. You must have a device in the tram itself that shows the driver the current speed of movement. On a large number of trams, especially the older generation, those devices are not working, so the drivers practically do not know what speed they are moving. If there were any sanctions for the driver, it would be decided in court," says Banković.
He also points to the unusual speed with which the accident report was made.
"It has never happened that the commission for extraordinary events of GSP submitted a report to the management of the company in just a few days. Such procedures generally lasted for months. Everything points to an attempt to shift responsibility. We will ask for complete documentation in order to see all the details and who signed such a report," adds Banković.
What happened
A tram on line 5 derailed at the corner of Cara Dušana and Knićaninova Streets on May 25 and hit a building on Dorćol.
The University Clinical Center of Serbia announced that a total of 21 patients were examined in the Emergency Center, while two children were transported to the University Children's Clinic in Tiršova.
The first basic public prosecution in Belgrade ordered an urgent technical inspection of the tram. Immediately after the accident, the GSP announced that "according to preliminary information and current knowledge, there are indications that one of the possible causes of the event could be the human factor, i.e. the inappropriate speed of the vehicle when passing through the intersection, as well as checking the position of the intersection itself."
Now the blame has again been shifted to the tram driver.
