What is known about the two men, alleged members of the Serbian Gendarmerie, who have been labeled in the public as security guards for people on the blacklist of the United States of America?
While the authorities in Serbia deny that a special police unit is guarding Milan Radoičić i Zvonka Veselinović, television N1, referring to its findings, published two names.
One is Nikola Milutinović, whom Radio Free Europe (RSE) identified in Veselinović's company at last year's gathering of the ruling Serbian Progressive Party.
In the photo published on the Nova S portal, which RSE analyzed with the help of a facial recognition tool, Milutinović is in front of Zvonko Veselinović.
Since he was in civilian clothes, RSE could not confirm whether he was an active member of the special police at that moment. An earlier image from 2023, however, indicates that it was part of the Gendarmerie at the time of its creation.
Another name is Damnjan Vukićević, described as Milan Radoičić's security guard. Based on publicly available information from the media and social networks, RSE identified the person with that name as a member of the Gendarmerie detachment in Kraljevo.
Both Vukićević and Milutinović, as determined by RSE, are originally from Kosovo, where Veselinović and Radoičić are from.
The two are under sanctions from Washington due to accusations of organized crime and corruption, while Radoičić is also on the red wanted list of Interpol for organizing an armed attack in Banjska, Kosovo.
The Ministry of Internal Affairs (MUP) did not answer RFE's questions about whether Damnjan Vukićević and Nikola Milutinović are part of the special police, while the MUP did not answer whether Milutinović was employed by the police in 2025 when he was photographed in the company of Zvonko Veselinović.

Who is Nikola Milutinovic?
RSE first found the name of Nikola Milutinović in the announcement of the Office for Kosovo of the Government of Serbia from 2021.
Then, as reported by the Office, he won the "Holy Cross" swim, which was held on the occasion of the Orthodox holiday of the Epiphany at Lake Gazivode, in the Kosovo municipality of Zubin potok.
Along with his photos, it was announced that Nikola Milutinović is from Leposavic.
Using Milutinović's photo from that event, and facial recognition tools, RSE found him as a member of the Gendarmerie.
This is shown by a picture of the local media from 2022, where he was photographed as a member of the Gendarmerie team at a futsal tournament in Zrenjanin, in the north of Serbia.
A year later, he was photographed in a field uniform with the emblem of the Gendarmerie and a visible name plate, during the celebration of the Epiphany religious holiday in Belgrade.
In one of the rare photos of Zvonko Veselinović in public, taken in April 2025, RSE also spotted Nikola Milutinović.
In a black T-shirt and an olive-green jacket, with a black cap, he stands in front of Veselinović at the meeting of the Serbian Progressive Party at the Serbian Parliament. RSE was unable to contact Nikola Milutinović.

What is known about Damnjan Vukićević
The Ministry of Internal Affairs did not answer RFE's questions about Damnjan Vukićević, who is associated with Milan Radoičić's security.
According to RSE research, a person with that name, originally from Kosovo, is a member of the Gendarmerie detachment in Kraljevo, a city in central Serbia, but there is no confirmation that he was hired as Radoičić's escort.
The Serbian Gendarmerie does not have a publicly available list of active members, because the identities of police officers are an official secret.
Serbian President Aleksandar Vučić stated on June 29 that he has no information that active members of the Gendarmerie are guarding Veselinović and Radoičić. A day later, attending a Gendarmerie exercise near Belgrade, he said that he had "inquired" and that Radoičić and Veselinović were not being secured by members of the Gendarmerie.
Gendarmerie Commander Radoslav Repac denied that members of this unit were securing Radoičić and Veselinović.
