While Aleksandar Vučić appears before European officials as a factor of "peace and stability", his trip to the summit in Tivat follows the propaganda work of "Informer", a charter flight with 87 loyalists, a warning from the BIA and increased controls of Montenegrin citizens at the borders with Serbia. Does the attempt to move "Ćaciland" across the border show what Serbia's European path looks like?
Montenegro will host the summit on June 5 EU–Western Balkans, which brings together 27 leaders of member states Of the European Union, as well as officials of European institutions and leaders of countries in the region. This summit, unlike the previous one, will also be attended by the President of Serbia Aleksandar Vučić, who declared in mid-May that he would not celebrate the secession of Montenegro from Serbia, explaining why he would not go to the celebration of 20 years of Montenegrin independence.

Meanwhile, the government's favorite non-governmental organization Center for Social Stability published the propaganda work "Referendum - the story of invented freedom", broadcast on television Inform. In it, among other things, the Montenegrin national identity and the legitimacy of the country's modern constitutional arrangement are disputed, with messages that the time has come for a "new review of the citizens' will" or "institutional unification of territories" inhabited by people who see their future together.
Thus, the announcement of Aleksandar Vučić's involuntary departure to Tivat went through the informer's way, until a loyalist charter flight arrived in Montenegro this Wednesday, June 3.
A plane landed at the Tivat airport two days before the summit Air Serbia with 87 men. According to "Vijesti" from Podgorica, the flight was chartered by the tourist agency "Happy Travel" from Bijeljina.
The same media writes that among them there were mostly people with criminal records, whom the citizens immediately recognized on the networks - some as "guardians of Ćaciland", some as observers at local elections, and some as security for the premises of SNS.
Students of the Faculty of Medicine in Novi Sad announced that Stefan Kojović, who is a student at Novi Sad broke his jaw, after which the President of Serbia pardoned him.
Banners with the message "Serbia wins", a remote communication device and a marine radio station were found with the charter loyalists. The Montenegrin security services returned them on the same plane to Belgrade, arguing that these persons represent a risk to national security.
She hurried. Security and information agency, headed by Vladimir Orlic, to advise the president not to go to Montenegro, immediately after the charter loyalists were sent back to Belgrade.
BIA sent the announcement to all regime media. It reads: "According to our operational knowledge, Radoje Switzerland, the leader of the Kavach clan, is located in Montenegro.
After the BIA, the President of the Assembly was also concerned about the safety of Aleksandar Vučić Ana Brnabic, who stated that her priority is to convince President Vučić not to go to Montenegro. Brnabić added: "We have information from European services that Radoje Zvicer has announced a bounty on President Vučić's head."
It is unclear whether Ana Brnabić and the BIA, led by Vladimir Orlić, have knowledge that at the end of May, Europol announced that it was offering a reward of 20.000 euros for legally collected information that would lead to Zvicer's arrest. The Federal Criminal Police stated at the time that persons who are obliged to cooperate by private or public function are excluded from the award.

The president's adviser was also worried Milos Vucevic, who said he assumed charter loyalists were patriots and that the president himself would make the best possible decision about whether he should go to the summit in Tivat.
The editor-in-chief of Informer also responded Dragan J. Vučićević, who sent a "dramatic message", begging the president not to go to Montenegro: "When we see what is happening, I will not exaggerate if I suspect that it could happen that the day after tomorrow, June 5, Milo Djukanovic with Zvicer and Milojko Spajić, he tried to commit some crime."
At the end, the president of the country announced himself with a message on Instagram: "Take off Vučić's head - I was neither scared nor fascinated by threats. The only thing I care about is how our people can live better and how Serbia can be even more successful."
While the regime's media tirelessly build the image of a fearless president who goes to the summit despite the danger, the price of the drama began to be paid by the citizens of Montenegro.
According to the Public Service of Montenegro, the same evening, on Wednesday, June 3, the Serbian police returned adult Montenegrin citizens from the Gostun and Dračenovac border crossings, while increased controls were implemented at these two crossings and at Jabuca.

The new episode followed on Nikola Tesla Airport, where around thirty Montenegrin citizens were taken to a special room without explanation upon their arrival in Belgrade. Among them was the editor of "Vijesti" from Podgorica, Dušan Cicmil, who stated that the policemen singled out only men, including Montenegrin citizens who had arrived from Barcelona, writes N1.
For years, Aleksandar Vučić presented himself to European officials as an indispensable factor of "peace and stability" in the Western Balkans. However, the price of his going to the summit in Tivat shows what that stability looks like in practice.
The attempt to put "Ćaciland" on the plane and move it to the territory of another country is de facto a political model in which party logistics and the desire to demonstrate force are presented as protection of national interests.
