What happened
According to a post on the account of the National Assembly on the X social network, Brnabić received a PSSE delegation, but it has not yet been announced what was discussed.
A five-member delegation led by Pierre Fassin is on a pre-election visit on October 12 and 13 to assess the election campaign and the political climate. He will meet with the head and members of the OSCE/ODIHR observation mission, representatives of ruling and opposition parties and coalitions, parties of national minorities in the Parliament, the president and members of the RIK, as well as with the diplomatic community, civil society and the media.
It is expected that the delegation will make a statement after the visit.
On the other hand, the European Parliament received an invitation from Brnabić after the deadline. MEP Vladimir Prebilič told N1 that the mission is coming, but that the international community cannot send the mission without an official invitation, that it was waited until the last moment and that "this is not the way" to host the mission. He assessed that the delay is "a message in itself".
What happened before?
The invitation to the European Parliament arrived on October 10, two days after the October 8 deadline, as MEPs said they were ready to wait until October 12. Before that, the National Convention on the EU warned that the EP had not been invited, and that ODIHR and PSSE had already been invited. In the European Parliament, according to Prebilić, "they were more or less ready" for such a scenario.
Why is this important?
The presence of the delegations of the Council of Europe and the European Parliament, along with the ODIHR mission, means that the elections will be monitored by several international institutions, whose evaluations influence the assessment of compliance with election standards.
For voters and parties, it is an additional check of the conditions under which elections are held.
For the government, the evaluations of those missions are part of the European path, and the delay in calling the European Parliament has become a topic in itself.
The PSSE delegation should make a statement at the end of the visit, and the full delegation of 20 members will come to the elections on October 25. The mission of the European Parliament arrives in Serbia before the elections.
