Alta Group announced that it does not know why its owner Davor Matsura was banned from entering Montenegro. The company states that it only received the report of the border police at the airport in Podgorica and that they will be asked to submit a decision on the ban
The company Alta Group announced that its owner Davor Matsuri, who was not allowed to enter Montenegro on October 14, he was not served with a decision to ban entry and that he is not aware of the reasons for such a decision.
Matsuru was, he writes further, verbally informed by the border police at the Podgorica airport that he could not enter Montenegro, after which he returned to Belgrade on the same day.
Alta Group states that he was only handed a report from the border police, in which it is written that there is a ban on entry "for the protection of national, i.e. internal security or public health", and that the decision will be delivered to him later.
"Mr. Matsuri was not informed of any reason for the ban at the airport," the company claims, adding that he entered Montenegro several times this year.
They will ask the competent authorities of Montenegro to provide them with solutions and explanations of the decision, as well as that they will use all available legal means within the legal deadlines.
Matsura, owner of the Alta Group and the Idea retail chain
Davor Matsura is the owner of Alta Group, within which Alta Bank operates. As of this week, he is also the owner of the Idea Marketi retail chain, which includes Idea, Roda and Mercator stores.
Through the company Procoopac, he also owns the Union Hotel in Belgrade.
The news about the entry ban was initially published by "Vijesti" from Podgorica, referring to several sources.
According to those statements, Matsura was handed a decision to ban entry at the airport for reasons of national security.
Alta Group subsequently announced that it had not been served with the decision and that it expects it to be delivered to it.
Impact on Montenegrin business
The executive director for the strategic projects "Luลกtice Bay" in Montenegro was unexpectedly dismissed after the National Security Agency (ANB) did not approve the extension of his stay. In Montenegro, many were of the opinion that this rather strange move was actually caused by not so much Tivat's "chรกci episode" I'm already trying to get a loan of 15 million euros from Alta Bank in Belgrade.
This almost usual business arrangement was interesting in that it was accompanied by a request to the Government of Montenegro for consent to the establishment of a lien on the right to use the object of nautical tourism - a marina with a coastal promenade in the tourist resort "Luลกtica Bay". in favor of Alta Bank from Belgrade.
In other words, in the event that "Luลกtica Bay" does not return the aforementioned loan, Alta Banka would become the owner of one of the most attractive parts of the territory covered by this ambitious project.
There, Alta Bank was recognized as one of the important factors in the current Serbian-Montenegrin economic relations. This company, mapped in the Montenegrin public as an extended arm of Aleksandar Vuฤiฤ, is becoming more and more noticeable on the Montenegrin market even before it caused additional attention regarding the aforementioned loan.
One of the big jobs of "Alta Group" is entering the banking markets of Montenegro. According to the agreement with the Austrian "Raiffeisen Bank International", it is expected that "Alta" will take over the operations of the "Addiko" bank in Sarajevo and Banja Luka, as well as its operations in Serbia and Montenegro. Austria's Raiffeisen announced this information in its July 2026 plan.
RBI, on the other hand, plans to keep the operations of "Addiko" bank in Austria, Croatia and Slovenia.
