Civil conflict presupposes two relatively equal groups of citizens who live in irreconcilable differences in the same community. To that extent, civil war would be the ultimate expression of mutual intolerance. The American Civil War, for example, the Spanish Civil War, or the Yugoslav wars of the early nineties. That kind of irreconcilable differences, however, is not observed in Serbia - we have a regime without ideas on one side and citizens on the other.
