Government of Serbia adopted the Proposal of the Law on confirmation of the guarantee for a credit arrangement worth up to 263,87 million euros intended to finance the purchase of 30 new electric trains for the city-suburban railway system, writes eKapija.
The guarantee refers to a credit arrangement between the Republic of Serbia, represented by the Ministry of Finance, and Deutsche Bank, with the support of the Spanish export credit agency CESCE. Credit will be used Srbijavoz, and the funds are intended to finance 85 percent of the value of the commercial contract for the procurement of trains.
Existing fleet outdated
As explained, the existing rolling stock of electric trains in Serbia is technically outdated to a large extent, with frequent breakdowns, stoppages and a reduced level of reliability.
The government assesses that the existing capacities can no longer adequately respond to the demands of the population, but also to the needs of major international events, including EXPO 2027, for which a significant increase in the number of passengers is expected.
The commercial contract for the delivery of 30 electric trains was signed on March 19, 2026 with the Spanish company Construcciones y Auxiliar de Ferrocarriles (CAF), and its total value, together with the eight-year post-warranty maintenance contract, is 310,44 million euros.
According to the terms of the credit arrangement, the interest will be the six-month EURIBOR increased by a fixed margin of 0,75 percent per year. The repayment term is 17 years from the start of repayment, i.e. through 34 equal half-yearly installments.
The first electric train should be delivered 43 months after the advance payment, while the deadline for delivery of the last train is 58 months.
Srbijavoz pays 15 percent
The financial construction foresees that 85 percent of the project's value will be financed from a loan with CESCE coverage, while the remaining 15 percent will be provided by Srbijavoz from its own sources, i.e. a commercial loan.
The Government of Serbia also adopted a draft law by which the state provides a guarantee for a loan of 5,5 billion dinars (about 46,9 million euros) intended for the purchase of 30 new electric trains for the city-suburban railway system.
This loan will be taken by Srbijavoz from Bank Poštanska štedionica, and the Republic of Serbia undertakes to guarantee its return.
