Former Minister of Construction Goran Vesić insisted that his cabinet controls railway reconstruction projects financed by the European Union. The project to renovate the railway station in Novi Sad, however, was entirely financed by funds from China and the Government of Serbia
The new economy announced the knowledge that Goran Vesić, as the Minister of Construction, ordered Jelena Tanasković, director of the Serbian Railway Infrastructure Company that all decisions on projects "that have European funding" must be approved by the Ministry, that is, by him personally.
In question is the minister's "instruction" that Tanasković referred to before the prosecutor as "evidence" that she did not decide on anything related to the works at the Novi Sad Railway Station, that is, that Vesić insisted on leading all the projects, based on the alleged agreement he had with the President of Serbia, Aleksandar Vučić.
Vesić's instruction, adopted on April 29, 2024, refers, however, to a decision on the formation of a Working Group in charge of infrastructure projects financed from European funds.
"I issue the Instruction in such a way that all phases and steps in the implementation of the Railway Infrastructure Project, in which 'Infrastruktur železnice Srbije' ad, as one of the contracting parties, is involved, must be previously agreed and confirmed by the Ministry of Construction, Transport and Infrastructure, i.e. the Minister, in the capacity of chairman [of the Working Group]," the directive states. As seen in the documents, the instruction only talks about projects financed by European funds.
The railway line Novi Sad - Subotica - Kelebija was paid from a Chinese loan, which can be seen in Commercial contract on the modernization and reconstruction of the Hungarian-Serbian railway connection on the territory of the Republic of Serbia for the section Novi Sad-Subotica-state border (Kelebija).
The budget laws from 2021 to 2025 do not specify any European source of finance for this section.
