On that occasion, Aleksandar Šapić, the president of the Provisional Authority, explained that there is a document that stipulates who can be buried in the Alley of Meritorious Citizens, and Peternek, according to his interpretation, does not meet the criteria.
Who can be buried in the Alley of Meritorious Citizens is regulated by the Decision on Cemetery Arrangements and Burials, which states that a person "who received the highest degree of honor of the Republic of Serbia during his lifetime, the one who obtained the title of Academician of the Serbian Academy of Sciences" can be buried in this place and arts and a person who was awarded the title of honorary citizen of Belgrade".
The Decision also states that "the mayor of the city of Belgrade can decide that another person can be buried in the Alley of meritorious citizens, who was prominent in the area in which he was active during his life."
