According to the statement, ProGlas invited the citizens to vote, even though it was aware of the fact that the conditions in which the elections are held are far from the standards required by a democratic society.
The starting point was the position that "elections are the only way to change the government in a constitutional democracy", but also the belief "that massive voter turnout and strengthened legitimacy of representative bodies are more important than the proven arsenal of electoral irregularities".
ProGlas indicated that there are numerous evaluations by foreign observers, but above all extensive reports Center for Research, Transparency and Accountability (CRTA), on massive and systemic anomalies of the electoral process showed that this belief was unfounded. "The scale of electoral engineering, based on the organized migration of voters, is so great that it can be said without hesitation that the results of the parliamentary, provincial and local elections do not reflect the free will of the citizens," ProGlas said in a statement.
The role of ministries
Furthermore, it was pointed out that he is particularly concerned "that the Ministry of Internal Affairs is at the center of this systemic electoral manipulation, which illegally granted residence to persons in places where it is clearly not the 'center of their life activities'".
According to ProGlas, the Ministry of State Administration and Local Self-Government contributed to electoral manipulation, "which without a valid legal basis intervened in voter lists and thus directly affected the reshaping of citizens' electoral will".
Silence of competent institutions
When competent institutions, and above all prosecutors, are silent on numerous verified electoral machinations, it should not be surprising that citizens see street protests and demonstrations as the most effective way to protect their constitutional electoral rights, the statement said.
ProGlas points to the provision of the Constitution of Serbia that "no state body, political organization, group or individual can usurp sovereignty from the citizens, nor establish power beyond the freely expressed will of the citizens."
By not agreeing to electoral engineering, citizens stand out as the real bearers of sovereignty. Giving them wholehearted support in their justified rebellion and dissatisfaction, ProGlas calls for a repeat of the elections at all levels of government. Those new elections, according to ProGlas, must be held under significantly different conditions that will allow the final results to express the real and free will of the citizens of Serbia.
All those who participated in any way in the previous unconstitutional election engineering must be held legally accountable. Otherwise, the ProGlas announcement states, Serbia will only nominally be a democracy, and no one will take the elections seriously anymore as a means of changing the government.
