The Football Association of Serbia (FSS) will receive 177 million dinars from the current budget reserve, while the Tennis Association of Serbia will be subsidized with 249 million dinars, also from the budget reserve, according to two separate decisions published in the Official Gazette.
In total, the two associations will receive 426 million dinars (3,6 million euros) from the current reserve this time. Both of these amounts were approved by the General Secretariat of the Government, and in the name of the financial assistance needed for the regular work of these associations, it is written The new economy.
As can be seen in the first decision, the General Secretariat of the Government was granted funds in the total amount of 177 million dinars in the name of a subsidy to the Football Association of Serbia, in order to provide the financial assistance needed for the regular work of the Football Association of Serbia.
In the second decision, it is written that funds in the total amount of 249 million dinars are approved to the General Secretariat of the Government for a grant to the Tennis Association of Serbia, in order to provide the financial assistance needed for the regular work of that association.
The Fiscal Council, in the report it published in the summer of this year, which dealt with the budget reserve, stated that the financing of sports and sports associations relies excessively on the current reserve, which is why it is necessary to improve the budgeting of funds in this area.
The main method for regular financing of sports is through the Ministry of Sports, specifically through the program for the development of the sports system (not counting the costs of administration, supervision and organization of sports, monetary awards for top sports results and national awards for special contribution to the development of sports), for which the annual level, allocated an average of 3-4 billion dinars, the Fiscal Association stated.
However, an additional channel for financing this area in the period 2018-2023. was the current budget reserve, from which an average of over 1 billion dinars was allocated annually, which means that the Government systematically increased regular budget funds by 25-30 percent every year in this way, according to the report of the Fiscal Council.
Through this channel (current budget reserves) from 2018 to 2023, they received, on average, additional funds for their work in the amount of around 10 million euros per year.
Looking at the beneficiaries, the Football Association (1,8 billion dinars), the Basketball and Tennis Association (about 850 million dinars each) and the Olympic Committee of Serbia (540 million dinars) received the most funds from the reserve.
The current budget reserve is used every year to cover the costs of the regular work of various sports associations, as well as to finance the organization of sports competitions whose dates are usually known in advance, and therefore it is usually possible to better plan these costs in the budget itself, the Fiscal Council stated.
The report of the Fiscal Council indicates that in some cases it is not possible to precisely allocate the exact users of these funds, because in the decisions on the use of the budget reserve, only a brief explanation is given that it is a matter of supporting the regular work of sports associations.
