Crisis due to the census in Bosnia and Herzegovina

DOCUMENT: Statistical data on the national composition of the population of BiH by entities, cantons and municipalities. The Republic of Srpska does not recognize the results published by the BiH Statistics Agency.

According to the official data of the 2013 Population Census, published on June 30 by the BiH Statistics Agency, there are 3.531.159 inhabitants in Bosnia and Herzegovina, of which 2.219.220 live in the Federation of Bosnia and Herzegovina, 1.228.423 in the RS and 83.516 in the Brčko District.

According to the census in BiH, there are 1.769.592 (50,11 percent) Bosniaks, 1,086.733 (30,78 percent) Serbs, and 544.780 (15,43 percent) Croats..

By religion, the citizens of Bosnia and Herzegovina declared themselves as follows: 50,7 percent Islamic, 30,75 percent Orthodox, 15,19 percent Catholic.

52,86 percent of citizens speak Bosnian, 14,6 percent speak Croatian, and 30,76 percent speak Serbian. Other languages are spoken by 1,57 percent of citizens.

According to the 1991 population census, 4.377.033 people lived in the territory of Bosnia and Herzegovina.

Muslims made up 43,38 percent of the total population (1.898.963), Serbs 31,18 percent (1.365.093), Croats 17,36 percent (759.906) and Yugoslavs 5,53 percent (242.032).

In FBiH are the most numerous Bosniaks, who are 70,4 percent, while Croats are 22,4 percent. The number of Serbs currently living in FBiH is 3,6 percent.

RTs reports on July 1 that the BiH Statistics Agency, when presenting the final results of the census for the Federation of BiH, made a mistake and announced that 7 percent of Serbs live in that larger entity, instead of 3,6.

According to the final results, 70,4 percent of Bosniaks live in the Federation of Bosnia and Herzegovina, 22,4 percent of Croats, 3,6 percent of others, and 2,55 percent of Serbs..

The exact percentage was presented on 1/7 at the press conference of the FBiH Statistics Institute on the results of the census, as well as in the publication "Census of Population, Households and Dwellings in Bosnia and Herzegovina 2013".

In the Republic of Srpska, is the largest Serbian population with 81,51 percent, Bosniaks are 13,99 percent, and Croats are 2,41 percent.

In the Brčko District 42,36 percent of Bosniaks, 34,58 percent of Serbs and 20,66 percent of Croats live there.

U Banja Luka, according to the results of the 2013 census, there are 185.042 inhabitants.

According to the 1991 census, Banja Luka had 195.692 inhabitants.

165.750 Serbs live in Banja Luka, 7.681 Bosniaks, 5.104 Croats, 2.733 did not declare their nationality, and 3.437 residents declared themselves as "others".

In Banja Luka according to the 1991 census, there were 106.826 Serbs, 29.026 Croats, 28.558 Muslims, and 23.656 residents declared themselves Yugoslavs, and 7.626 others.

In Mostar, according to the 2013 census, there are 105.797 inhabitants. There are 46.752 Bosniaks, 51.216 Croats, 4.421 Serbs, 1.312 of them did not declare themselves, while 1.910 declared themselves as "others".

According to the 1991 census, there were 126.628 inhabitants in Mostar. Of these, there were 43.856 Muslims, 23.846 Serbs, 43.037 Croats, 12.768 Yugoslavs and 3.121 others.

On the territory of four municipalities of the city of Sarajevo - Centar, Novo Sarajevo, Novi Grad and Stari Grad - 10.442 Serbs live now, and in 1991 there were 92.271 of them.

In the Sarajevo municipality of Centar now there are 41.702 Bosniaks, 2.186 Serbs, 3.333 Croats and 6.203 who declare themselves as others.

In that municipality in 1991, there were 39.761 Bosniaks, 16.631 Serbs, 5.428 Croats, the other 4.436 and 13.030 who declared themselves Yugoslavs.

In the territory of the municipality of Novo Sarajevo, according to the 2013 census, there are 48.188 Bosniaks, 3.402 Serbs, 4.639 Croats, 6.655 others and 1.893 who did not declare their nationality.

In the municipality of Novo Sarajevo in 1991, there were 33.902 Bosniaks, 32.899 Serbs, 8.798 Croats, 4.391 others and 15.099 Yugoslavs.

In the municipality of Novi Grad today there are 99.773 Bosniaks, 4.367 Serbs, 4.947 Croats, 7.174 others and 2.103 who have not declared their nationality.

In 1991, 69.430 Bosniaks, 37.591 Serbs, 8.889 Croats, 5.126 others and 15.580 Yugoslavs lived in that Sarajevo municipality.

In the municipality of Stari Grad now there are 32.794 Bosniaks, 467 Serbs, 685 Croats and 2.434 others.

According to the 1991 census, there were 39.410 Bosniaks, 5.150 Serbs, 1.126 Croats, 1.684 others and 3.374 Yugoslavs in that municipality.

These data do not include data for municipalities Hadžići, Ilidža, Ilijaš, Pale, Trnovo and Vogošća, which today are not part of the city of Sarajevo.

Posusje, Široki Brijeg and Grude, lead the list of ethnically monolithic municipalities that can be found in all parts of Bosnia and Herzegovina.

U Dry, which has 20.477 inhabitants, as many as 20.424 (99,74 percent) are Croats, only 5 Serbs (0,02 percent), only two Bosniaks (0,01 percent) and 12 others (0,05 percent) live there.

Shiroki Brijeg it has 28.929 inhabitants, and 28.814 (99,60 percent) are Croats. 45 inhabitants are Serbs (0,15 percent) and 6 Bosniaks (0,02 percent).

In Grude, out of 17.308 inhabitants, as many as 17.206 (99,46 percent) are Croats, only 10 Serbs (0,05 percent), 3 Bosniaks (0,01 percent) and 11 others (0,06 percent) live there.

Croats are dominant in Čitluk (98,67 percent), as well as in Ljubuški (96,76 percent)..

The most ethnically monolithic municipality in Bosnia and Herzegovina, with over 10.000 inhabitants, with a dominant Bosniak population, is I'm buzzing, in which, out of a total of 19.340 inhabitants, 19.207 are Bosniaks, i.e. 99,31 percent, 8 Croats (0,04 percent), 1 Serb (0,005 percent), and 96 others (0,49 percent).

Bosniaks are the absolute majority in Kalesija (97,50 percent), Kladnje (97,15 percent), Ključ (96,33 percent), Cazin (95,93 percent), Doboj-istok (95,92 percent), Donji Vakuf ( 95,64 percent) and Lead (95,34 percent).

Bileća is the municipality with the most dominant Serbian population in Bosnia and Herzegovina. Of the 10.807 inhabitants, 10.646 are Serbs (98,51 percent), 26 Bosniaks (0,24 percent) and 21 Croats (0,19 percent).

Na Palama-RS out of 20.909 inhabitants, 97,81 percent are Serbs, 186 Bosniaks (0,89 percent) and 128 Croats (0,61 percent) live there.

U East of New Sarajevo 10.642 inhabitants live there, 10.248 are Serbs (96,29 percent), 107 Croats (1 percent) and 44 Bosniaks (0,41 percent) live there.

Serbs are the absolute majority in Trebinje (96,88 percent), Mrkonjić Grad (96,27 percent), Laktaši (95,69 percent) and Nevesinje (95,30 percent).

Fewer than 1.000 people live in five municipalities of Bosnia and Herzegovina. U East Drvar there are 79 inhabitants, 53 men and 26 women, of whom 78 declared themselves as Serbs and one as Croat.

In East Mostar 257,u Kupress in the RS - 300 of them, au Petrovac – 361. This group also includes Pale in FBiH with 904 inhabitants.

Less than 2.000 people lives in East Novi Grad (1.131), Jezera (1.144), Trnovo in FBiH (1.502), Krupa na Una (1.597), Dobretici (1.629) and Foča in FBiH (1.933), while Kalinovik (5.000) has less than 2.029 inhabitants. Trnovo in RS (2.050), Berkovići (2.114), Bosanski Grahovo (2.449), Novi Goražde (3.117), Ravno (3.219), Ljubinje (3.511), Han Pijeska (3.530), Donji Žabar (3.809), Glamoč (3.860), Doboj-Jugo (4.137), Domaljevac-Šamac (4.771) , Neuma (4.653), Vukosavlje (4.667) and Čajnič (4.895).

The average population density in BiH is 68,9 inhabitants per square kilometer. New Sarajevo is the most densely populated municipality with 7.085 per square kilometer, and Eastern Lumberjack is a municipality with 1,05 inhabitants per square kilometer.

Compared to 1991, the population of BiH is almost five years older on average: in 1991, the average age of the population was 34 years, and according to the 2013 census, the average age is 39,5 years.

According to the 65 census, there were 2013 people over the age of 501.996, while in 1991 there were 65 people over the age of 284.365. The number of people who entered the third age of life increased by about 220.000.

The number of students in schools was halved: in the 1988/89 school year. there were a total of 534.337 students in BiH, according to the new census in 2013, the number of students in primary schools was almost halved - it was 237.495 less.

Representatives of the entity statistical institutes and the Agency at the BiH level tried several times to agree on the resident population, but without success...

Minister of Civil Affairs and coordinator of the Council of Ministers for the census Adil Osmanović said, as reported Radiotelevision of Bosnia and Herzegovina (RESULTS OF THE CENSUS: 50,11% OF BOSNIACHES, 30,78% OF SERBS AND 15,43% OF CROATIANS LIVE IN BIH) that the Census was conducted on the basis of the Law on the Census of Population, Households and Apartments in 2013, which was adopted by the Parliament of Bosnia and Herzegovina on February 3, 2012.

"In order to ensure that all census activities take place in accordance with international and European standards, the Council of Ministers (BiH) invited the European Commission to organize international monitoring of the census. Thus, the European Commission, the Council of Europe and the Council of Ministers of Bosnia and Herzegovina signed a Memorandum of Understanding on April 18, 2012," said Osmanović.

On November 5, 2013, the BiH Statistics Agency announced ( Preliminary results of the census in Bosnia and Herzegovina, which due to disputes over the national question and the status of war-displaced people and migrants, do not contain data on religious and ethnic affiliation, and mother tongue). According to Osmanović's words, which he transmits Radiotelevision of Bosnia and Herzegovina, Ino team has repeatedly expressed the assessment that the census in BiH is fully aligned with international standards that establish common rules for collecting data on the population.

According to the Law on the Census, the deadline for the publication of the results of the census was set for July 1, but the Statistics Agency said that the final results would be published on June 30, which was done at the Evropa Hotel in Sarajevo, and not in any state institution, apparently due to disputes over the census that flared up again.

According to the report of Republika Srpska Television (In Sarajevo, without the consent of the Srpska, the results of the census in BiH were published), in the RS it is considered that the results of the census according to all indicators were determined according to the disputed methodology, which recognizes 196.000 as permanent residents of Bosnia and Herzegovina, mostly Bosniaks who live and work abroad, so it is not surprising that Bosniaks make up more than 50 percent of Bosnia and Herzegovina...

The National Assembly of the Republic of Srpska distanced itself from the final results of the 2013 population census in BiH, which concluded at a special session that Srpska will not recognize the disputed census results and requested the withdrawal of the decision on the publication of those results and that Serbian representatives leave the Central Census Bureau. The Government of Srpska should propose the Law on the Population Census so that the Republic Institute of Statistics can publish the results of the census for the Republic of Srpska. According to TV RS, the director of the BiH Statistics Agency, Velimir Jukić, is accused of having brought the data processing program without the knowledge of the representatives from Republika Srpska. SDS leader Mladen Bosić sent an appeal to the Constitutional Court of BiH for an assessment of the constitutionality of Jukić's decision. Serbian representatives withdrew from the Central Census Bureau.

The Bosniak Club in the RS People's Council decided to initiate the procedure for the protection of the vital national interest.

The President of Republika Srpska Milorad Dodik announced the adoption of the census law in the RS and said that Srpska will neither accept nor publish these results.

"It is incomprehensible arrogance and the effort to announce the results in this way, despite the clear positions of the National Assembly and all institutions of the Republika Srpska", stated Dodik, who emphasized that this was done with the obvious assistance of an international factor in Bosnia and Herzegovina, which once again showed that definitely a fan side, not the side that should provide objective and consensus-agreed procedures and, of course, data based on that.

"We have seen everything from this, and the arrogance of the international factor and domestic political factors in Sarajevo, who tried to ignore the Republika Srpska in this way, was confirmed once again," emphasized the president of Srpska.
