Instead of the consortium gathered around the Economic Institute, which did the evaluation work last time EPS, now the tender has been won by a group of companies around Deloitte, it was announced on the Public Procurement Portal.
Deloitte, together with Dil Inženjering Consulting, will estimate the value of the real estate, plant and equipment of the largest company in the country for about 21 million dinars.
The assessment is part of the recommendations and international standard, what EPS already told "Vreme" and should be done every three to five years. When it was done for the first time in 2023, Elektroprivreda Srbije became a joint stock company, which was interpreted as a step closer to sale.
That's why the question now arises whether the EPS is estimated only because it needs to be done that way or is it a planned change again in the middle.
Why did the tenders fail?
The estimated value of the capital of Elektroprivreda Srbije in 2023 was about 3,1 billion euros (about 365 billion dinars) and this was adopted in the company's statute.
The work was then carried out by a consortium gathered around the Economic Institute, and EPS published a tender for re-evaluation a year later. And then the Economic Institute was chosen through public procurement in a consortium with the company Energoprojekt Entel. Nevertheless, EPS combined the new assessment of the value of the entire company into one tender together with the work of analyzing the "socio-economic effects of EPS's operations on the Republic of Serbia". The value of the tender was estimated at 150 million dinars, of which the valuation of the company cost only 30 million.
Their offer was appealed this time by Deal Engineering Consulting, together with Deloitte, but EPS rejected their appeal in its entirety.
However, at the end of July 2025, the Republican Commission for the Protection of Rights in Public Procurement issued a decision accepting the request for the protection of the appellant's rights as well-founded and determined that the conditions for concluding a framework agreement had not been met.
The second attempt was at the end of 2025, and the matches were the same. This procedure was also suspended because the Commission uploaded the wrong form by mistake and did not require technical documentation, so that the new tender would fail again on May 27, 2026. because the Commission rejected the offers of both consortia as unacceptable due to insufficient training of the employees, as well as some other omissions.
Then, on August 24, the EPS made a decision to award the contract to the Deloitte firm, which, according to the explanation, was mostly based on a lower price than the one offered by the Economic Institute.
