Timecode d.o.o. from Belgrade was awarded the job of 77 million dinars for the production and installation of interactive information boards at the Belgrade Fortress and Kalemegdan, it was announced on the Public Procurement portal on September 5.
The deadline for bidders' application was September 4. Timecode was the only bidder.
On the Public Procurement portal, it is written that the criterion by which Timecode got this job was price. Converted into euros, it is 657.000. For that money, Timecode needs to create and install 13 and 19 boards - in the bidder's documentation, which "Vreme" had access to, both data are listed.
Based on the terms of the tender, the purpose and exact function of those boards cannot be seen, only information is given that they will be placed on the Belgrade Fortress and in the Kalemegdan Park.
The boards already exist.
It was specified that it is about investment maintenance, replacement of existing advertising boards, and that "it is planned to replace the existing advertising boards with 13 (we repeat, a little further down in the text that there will be 19) modern interactive boards in the Lower and Upper Town, Small and Big Park of the Belgrade Fortress in order to improve the park furniture in all areas of the Belgrade Fortress".
He also writes that, considering that tourists visiting Kalemegdan do not only speak English and some do not speak it at all, "the idea is to place a smart screen at every important place on Kalemegdan. These screens have a very long life, are resistant to vandalism, are interactive, are connected to the Internet, have a camera".
Let us remind you that 44 informative tourist boards were placed on the territory of the Belgrade Fortress in 2016. They provide information about the historical objects and sights of the fortress. All boards are bilingual (Serbian and English) and three are adapted for the blind and partially sighted because they include text in Braille. All those boards are still where they were placed and seem to have nothing missing.
These new ones will definitely be more modern. Their screens will be touch-sensitive, they will have a USB port for easy download of material to the phone, on the back of the board there will be a picture of the part of the complex where the device is located.
Recording passersby
In particular, it should be noted that smart cameras will be installed in the device screens, which enable the collection of basic demographic data in accordance with current laws, additional personalization of content and adaptation of information to the specific needs of visitors. These cameras will actually use algorithms to recognize basic characteristics, such as age group and gender, to further tailor content to the target audience.
Nikola Jovanović from the Center for Local Self-Government says that "the very fact that people are filmed is not prohibited, but: it must be clearly indicated that there is a camera and that analysis is being carried out. The data must be used exclusively for statistical purposes, without saving individual recordings. Recordings that could identify a person should not be stored (but only for the algorithm to extract anonymized data of the type: estimate - woman, 30-40 years old)".
He also emphasizes that "JKP Belgrade Fortress or the City of Belgrade must have an act on data processing and a registered operator".
Application
In addition to interactive boards, it is also planned a mobile application that will offer visitors an interactive map of the Belgrade Fortress, personalized tours, guide reservations, audio guides...
Let us remind you that in 2019, the Tourist Organization of Serbia presented the "Oroundo" application, which focuses on 29 points of importance in Kalemegdan, with a multilingual guide, maps, photos and video materials - and represents digital support for visitors.
The mentioned application is not listed on the public procurement portal, but only the boards, and the Timecode application is extensively described in the documentation.
Elem, "Belgrade fortress" will pay 77 million dinars from the City budget for those information boards.
We remind you that the entire reconstruction of the Belgrade winner cost 29 million.
On the company wall of Timecode doo it is written that they are registered in the Belgrade municipality of Stari Grad, that they have existed since 2007 and that the director is Saša Kozlica, who is also the owner of the company. The main activity of this micro-enterprise is the production and broadcasting of television programs.
