Investment Development Manager Joint-stock company Infrastruktura Zeleznica Srbije Slobodanka K. and members of the Technical Inspection Commission Railway stations in Novi Sad they were heard on Tuesday before the Special Department for Suppression of Corruption of the Higher Public Prosecutor's Office in Belgrade.
They were heard in connection with the execution of several criminal acts with a corrupt element, which resulted in the fall of the canopy at the Railway Station in Novi Sad on November 1, 2024.
Commission members Milutin S, Jelena V, Marija NJ and Biljana K. denied committing the crimes they are charged with - negligent work in the service and a serious crime against general security, the Prosecutor's Office announced.
The Prosecution proposed to the judge for the preliminary proceedings of the Higher Court in Belgrade to order them into custody so that they would not influence the witnesses, so that they would not repeat the criminal offense and because of public disturbance.

It is suspected that the members of the commission from March 25 to November 1, 2024, as responsible persons, i.e. members of the commission for the technical inspection of the performed works on the Novi Sad - Subotica - Kelebija railway section, violated the law and acts by neglecting their supervisory duties and that they acted negligently in the performance of their duties.
As is suspected, from March 25 to April 5, 2024, they carried out a technical inspection of the facility of the station building in the Novi Sad Railway Station, about which they prepared a report in Belgrade dated April 4, the integral part of which is the record of the technical inspection of the facility, dated April 5.
In the Report, they noted certain deficiencies and made remarks, but with the conclusion that these deficiencies do not affect the stability and functionality of the facility and system.
With that report, they confirmed that the building was built in accordance with the project for the building permit and the project for the execution of works, and that in order to determine the suitability of the building for use, trial work was approved, even though they knew that the tour and inspection of the building, as well as the Record of Technical Inspection from April 5, 2024, were not done in accordance with all regulations and rules of the profession.
At the same time, the suspect Biljana K. did not perform an inspection of the construction of the entire facility of the station building in Novi Sad Railway Station, although she was obliged to do so, and this was stated in the Record of technical inspection of the facility, which was known to the other members of the commission.
In addition, they approved the trial operation of the station building for a maximum of one year and noted that the building was built in accordance with the project for the construction permit and the project for the execution of works.

Even after the above, they continued to violate the Law on Planning and Construction and the corresponding ordinance, because during the test operation of the building they did not check the fulfillment of the conditions for issuing a use permit and did not submit reports about it to the investor, although according to the findings and opinion of the experts, they could visually see the signs of breakage, which were noticeable in the days preceding the demolition of the canopy, that is, to notice the increased deflection of the canopy.
The technical inspection of the facility, according to the Law on Planning and Construction and the relevant regulations, is the basis for the start of using wing B of the Novi Sad Railway Station, which is why the suspects' failures with the technical inspection of the facility thus performed are causally related to the fall of the canopy, according to the announcement.
It is suspected that the members of the Commission were aware that as a result of negligent actions, a serious violation of the rights of others could occur, which happened, and they were also aware that the altered or false document - the report on the technical inspection of the building - would be used in legal transactions, leaving undetermined irregularities that led to the collapse of the canopy.
By not acting according to the regulations and technical rules on protection measures, they also caused a danger to the life and body of passengers and other persons, as a result of which the above consequence occurred.
Slobodanka K. is charged with abuse of official position and serious crime against general security
It is suspected that from September 2020 to November 1, 2024, Slobodanka K. as an official was in charge of coordinating and monitoring the project of modernization and reconstruction of the railway line on the section Novi Sad - Subotica Kelebija, and in front of the investor, Infrastructure of Railways of Serbia, she was in charge of making decisions regarding that project.
As a responsible person in front of the investor, she submitted the report, minutes and other documentation, while knowing that the Record of Technical Inspection dated April 5, 2024 was not done in accordance with all the regulations and rules of the profession, as a result of which the trial operation of the Novi Sad Railway Station building was approved for a maximum of one year.
Then, although she knew that the work on the lobby of wing "B" was not finished, because she did not receive a confirmation from the expert supervision that the work had been carried out, on July 12, 2024, she passed a decision by which she formed a joint Commission for the internal reception of wing "B" at the Novi Sad Railway Station, which was tasked with carrying out the internal reception of that lobby, so that passengers would be able to use it and the use of all its contents, and in this way, the lobby of wing "B" was put into operation. July 5, 2024
She was aware that by not complying with the regulations and technical rules, she could cause harm to other persons and endanger their safety, as well as that the modified or false document, the Report on the technical inspection of the facility, dated April 4, 2024, of which the Record of the technical inspection dated April 5 is an integral part, would be used in legal proceedings, which led to the fall of the canopy and the death of 15 people.
