The Higher Court in Zaječar declared the constituent session of the City Assembly held at the beginning of August illegitimate. The opposition coalition "Change in which we believe" claims that Zaječar does not have a mayor or president of the assembly and demands the introduction of temporary authorities and elections. The government is silent for now
High Court in Zajecaru issued a decision a few days ago accepting the appeal of the opposition coalition "Change in which we believe" submitted on the occasion of the constitutive session and local governments held in early August.
The leader of that coalition Ugljesa Djurickovic he says for "Vreme" that according to this decision, "Zaječar currently has no power, no mayor, no president of the assembly".
"Now we have to see what they will come up with. If we are going to strictly respect the law, I don't see anything else but to introduce a temporary body and that all this leads to new elections. The municipal assembly was not constituted within 30 days. It was not constituted, as it should have been, 30 days after the announcement of the final election results", says Đuričković.
The law, he adds, must be interpreted in one way, but he is somewhat skeptical about that.
"The point is that it is up to them to interpret, so let's see what they will come up with. Literally with those words, because I really don't know, anything can be expected of them. If we were in a legally normal democratic country, where the laws and the Constitution are respected, then it would be clear what is happening. But since we are not in a legal country, then I would not be surprised if they try to maintain power by force", adds Đuričković.
Videnović: I don't know anything.
The mayor of Zajecar, Vladimir Videnović, did not want to comment on the new decision.
"I really don't know anything about that. My, what they say is the primary profession is something completely different and I don't know it so that I could comment on something now. You can possibly send a question to the cabinet of the City of Zaječar, so I can see if I can dig something up," Videnović said in a telephone conversation with "Vreme".
As he adds, many journalists have called him since this morning, but there is no answer to the question.
"I really don't know what to tell you, because firstly, I've been here relatively little and I'm not familiar with such issues," Videnović adds.
"Vreme" sent questions to the cabinet, but the answers did not reach the publication of the text.
The decision of the High Court in Zaječar was announced by the lawyer of the opposition coalition "Change in which we believe" Predrag Stanković. The decision declares the constitutive session of the Assembly of the City of Zaječar held on August 6 as illegitimate.
Electoral tensions and private security at the constituent session
The elections in Zaječar were held on June 8, 2025. On the same day, voting was also held in Kosjerić.
These were the first elections for local governments amid the political crisis that has been going on for 10 months in Serbia.
In both places, election day, as well as the days that preceded and followed it, were chaotic.
However, in the end, somewhat different official results were published, so the Serbian Progressive Party was the one that still took the most mandates.
In Zaječar, during the election day, the most serious forms of irregularities were recorded at 17 polling stations, which means that the elections do not reflect the free will of the voters, Crta announced.
Constitutive session it was held on August 5 and 6, and in addition to local politicians, members of private security, the police, and citizens were also present in the hall and in front of it.
Nevertheless, the municipal assembly was finally constituted and the local leadership was elected.
Twenty days later, on August 25, the High Court in Zaječar accepted a complaint filed by an opposition list regarding irregularities in the session.
The opposition is now hoping for new elections, while the government is silent for now.

Columns of citizens headed towards Slavija from six directions - from Novi Belgrade, Zemun and Čukarica, and a little later, columns also started from Studentski trg, from the building of the technical faculty on Bulevar Kralja Aleksandra and from Autokomanda.
The message of the last gathering of the Student List before the elections on October 25 is: It's over! It's a little retro, but considering who it's related to, it hits the spot
The "Students are winning" list held a final pre-election rally on Belgrade's Trg Slavija ahead of the extraordinary parliamentary elections scheduled for Sunday, October 25.
"They tried to destroy our country on an external order. Huge money entered the country and that's why this is the most difficult battle, because they attacked us with billions of euros, and we defended ourselves with purity, our program and love for the homeland," said Aleksandar Vučić at the final pre-election meeting in Belgrade's Hall of Sports
There is, literally, no difference between the one who claims it is day in the middle of the night, or the one who claims to be a giraffe, from the claims we read on billboards: that Vučić is working to unify Serbs and that Serbia is doing better and better day by day.
The pre-election arrests due to the alleged "overthrow of the state" testify to the regime's panic. The bad news for them is - they can't arrest the whole people who decided to defend themselves from progressive beatings and election theft
The ring that tightens around Ćaciland Student list is getting narrower. Because there are more and more spoiled people who see the false prophet for what he is: a street obscener who is fighting Serbia
