"European Union has clearly stated what she expects from Serbia, if that is not fulfilled, there is a huge chance that the EU will not recognize the elections," he claims Ivan Vujacic, retired university professor and former ambassador.
"That would be the biggest blow to Serbia, because it would put us in the position of Belarus or Venezuela, where at one time the European Commission did not recognize the election results," said Ivan Vujacic.
He believes that the EC will insist on the fulfillment of obligations related to Mrdić's laws, REM, the rule of law, the electoral roll and all ODIHR's demands.
He reminded that Serbia formulated its own reform agenda, that the EU agreed to that agenda, and that the fact that nothing has been done on that front in the last three years simply shows Serbia's lack of interest. According to him, the support of the EU in the public is much higher than it seems, regardless of the propaganda.
"That's why the ruling party, that is, its real leader, must not officially say that we are no longer interested in European integration," Vujacic said.
The summit in Tivat, he says, is a message that there are other types of membership that do not imply full membership and that this is offered to the countries of the Western Balkans. On the other hand, it is also a signal to the Western Balkans that they are counting on this area.
Two messages sent to Vučić
Ivan Vujačić says that two messages were sent to Serbia, that is, to Aleksandar Vučić.
"One is that Serbia is probably among the last countries in line for a serious reception, to march together with Bosnia and Herzegovina and North Macedonia. An additional message is that it should still, under the signs of allegations, remain on the European path. Serbia is not threatened with the termination of negotiations," said Vujačić.
Recalling that in Tivat, President Aleksandar Vučić sent a message that we want to be on the European road, Vujačić assesses that this is "the whole secret of Serbia's accession to the EU, to be forever on the road, to never finish reforms".
"However, he was made aware that these reforms are necessary. I think that behind the smiles on official photos and cordial handshakes in public, there is a clearly stated message behind closed doors that he has to do some things," says Vujacic.
Vujacic says that the potential winner of the summit is Montenegro, because it will be the only one to become a member of the EU. Speaking about the Franco-German paper backed by the President of France and the German Chancellor, Vujacic points out that it is a memorandum that talks about intentions and proposals and that has not yet been formalized.
"Their proposal on changing the way of accession and on various aspects of membership would have to go through a great discussion and decision by the EU. I am not sure that that paper will be confirmed at all", he believes.
And this proposal contains a message to Serbia, which, according to Vujačić's opinion, is: you have the possibility to stay in the game if you reform.
Relations between Belgrade and Washington cooled
Recalling that Belgrade's relations with Donald Trump's administration have cooled, Vujacic says that now Vucic is trying to raise the vanity of the American president and get closer to him in such a way.
"In Washington, that work is done by a number of lobbying companies that give advice and market these things for quite a lot of money, such as interviews on Fox, and then Brybart," said Vujacic.
Ivan Vujacic thinks that Trump liked Vucic's praise, because he posted that interview on his social network.
"Nevertheless, I'm not sure that it will lead to a significant change in policy, or a great interest in this part of the world," says Vujacic.
