But what can a school even do with a "problem" student in a country where primary education is compulsory and school options are limited?

The spokeswoman of the Nezavisnost Branch Union of Educators, Vesna Vojvodić Mitrović, tells "Vreme" that the meaning of suspension should not be exhausted only by the physical absence of the student from school, but if it is a more serious violation of the student's obligations, then there is provided model of action.
"We do not achieve anything if the child does not physically come to school. The point is to work intensively with him during that time. If there is no such work, then the whole process is meaningless," says Vojvodić Mitrović.
But, he adds, if he was worked with, and the services at the Health Center and the Center for Social Work assess that it was a short period and that he still represents some kind of risk for other people, then this is a new reason to keep that child out. contact with others.
"When it's done properly, it's not even necessary to go through the legal regulations word for word, because it should be a support for us in solving, not an imperative, we have to do it this way, and the fact that it's meaningless is not even important," says Vojvodić. Mitrovic.
The interlocutor of "Vremena" emphasizes that if there is no report on the work, and everyone is afraid of the return of bullies to the school, then that thread tears the whole construction apart.
"It is not impossible for a child to move to another school." Consent for this is easily obtained if there is paperwork showing that educational work was carried out with the child, that members of his family, the local health center, the center for social work were involved, that the school psychologist wrote a report," says Vojvodić Mitrović.

Minors are not subject to legal sanctions
Primary schooling is compulsory in Serbia. The student who committed the violence is 13 years old, and according to the law, he cannot be held accountable for criminal acts.
After last year's rampage in "Ribnikar", schools were given the opportunity to remove students from classes for more than five days, and the longest until the end of the educational and disciplinary procedure due to the committed violence or other offense.
The Law on the Basics of the Education System - ZOSOV, the Law on Primary Education and the Law on Secondary Education were amended.
The amendments stipulate that for serious violations of obligations - bringing drugs and alcohol or weapons to school, bullying other students and teachers - the student can be removed from classes for a minimum of five days, and at most until the end of the disciplinary procedure. In that interim period, he switches to online teaching.
In addition to being removed from classes, the deadlines for disciplinary proceedings have been shortened, and bullies no longer have the possibility to move to another school while disciplinary proceedings are being conducted against them.
