Decisions on the appointment of new public notaries were published on the website of the Ministry of Justice, and the list of accepted notaries was also published by the Kosovo Training Institute. Members of the civil sector and the deputy of the Kosovo ombudsman, Srđan Sentić, claim that they sent a request to review this decision.
Sentić states that it is necessary to revise the decision due to the fact that five candidates of Serbian nationality met the requirements of the competition and passed the necessary exams, and still were not appointed, writes KoSSev.
The Kosovo Minister of Justice, on the other hand, claims that the process of the notary's examination was "the most transparent and professional" so far, and that this institution finally responded to the needs of the citizens.
She says that there were only six candidates who were rejected for appointment, allegedly due to unfulfilled conditions.
"In our country, 100 new notaries were added, in which case today I signed the decisions for their appointment", announced Aljbuljena Hadžiju, Kosovo's Minister of Justice, four days ago.
Deputy Ombudsman: It is worrying that there are no Serbs on the list
"It is completely unacceptable that there is not a single Serb among the 100 appointed notaries. There were many qualified candidates who passed the notary's exam and participated in the competition for appointment in municipalities with a Serbian majority," said the deputy of the Kosovo Ombudsman, Srđana Sentić.
Apart from the fact that the message that the Kosovo government is sending to the Serbian community is very worrying, he pointed out, the very need for notaries among the same community has been completely ignored:
"Even if all Serbian candidates were appointed, there would still be a need for more notaries from the Serbian community."
He particularly pointed out that this comes in light of the formation of the Commission for the Integration of Non-Majority Communities, for which the decision was made at the session of the Kosovo government just seven days ago.
Sentić requests that the decision be revised, and that, he pointed out, according to an urgent procedure.
Ten lawyers passed the notary exam
Organizations of the Serbian civil sector have data showing that there are ten Serbian lawyers who passed the notary exam in Kosovo.
Five of them, they specify, applied for the positions of notaries in several municipalities in Kosovo and not one of them was appointed.
"It is extremely worrying that none of them has been appointed to the post of notary in any municipality in Kosovo." The fact that a candidate from the Serbian community who applied for positions in two municipalities in the north of Kosovo, although he meets all the requirements and has enviable legal experience, was not appointed is particularly worrying.
Also, they further point out from the Serbian civil sector, it is inexplicable that in addition to several candidates from the Serbian community who, in particular, have rich legal experience, none of them was appointed to the position of notary in Gračanica, which is a municipality with a Serbian majority, but a candidate from the Albanian community.
By the way, we are talking about the competition from April this year, which lasted two weeks, for 100 vacant positions for public notaries throughout Kosovo. Applications were submitted until April 17.
