The "DoržAVam" platform is publicly presented as a digital network supporters, activists and staffs who support Aleksandar Vučić, while analysis of the Android application shows that it functions as a system for recording and organizing political supporters.
According to the official website, users have control over their own information and cannot see other members' information. However, the application is organized hierarchically, writes the portal Boom93.
At its lowest level is the "Voter", who is assigned a "Bearer", that is, an activist or "Collector". Above them are "Head of Staff", "Coordinator" and "Central Coordinator", while "Guarantor" is listed among the types of users.
The privacy policy provides for different levels of data access. The activist can see the information of the users connected to him, the head of staff and the coordinator of the part of the organization they are in charge of, while the administrators have access to the entire database. The system enables the entry and search of voters, their connection with activists, organization of the network, as well as records of attendance at meetings and gatherings.
The way in which someone can be entered into the database is particularly significant. Although the website states that the activist can help with registration only at the user's request, the application allows the activist to enter the name, surname, date of birth, address and other information himself. The activist can even indicate that the person agrees to the data processing. If the person does not have a phone or Viber, the application allows sending a code to the number of the activist, while the user without a confirmed mobile number is considered unverified.
The application also has a special mode for election day, which is why the analysis indicates that it is also an operational election tool. Each registered citizen is connected to a certain activist, and the system allows recording whether he went out to vote. The user is shown an option to confirm that he has voted, with a note that it is not recorded who he voted for and that the confirmation cannot be undone. At the same time, activists can filter out voters who have not yet been registered as having gone to the polls.
According to the privacy policy, the platform can process name and phone number, date of birth, address, association with an activist or organizational level, participation in campaigns and rallies, photos, problem reports and information about going out to vote.
The text also states that the Personal Data Protection Act requires the appointment of a person for data protection when special types of data are processed on a large scale, among which is political opinion. However, the Privacy Policy of "Support" does not list the name of such a person, but only a general email address.
The platform also states that the data is not used for purposes unrelated to the functions of the application and the reason for which it was collected, except with prior notification and an appropriate legal basis.
