Commission of inquiry to examine responsibility for fall of the canopy at the railway station in Novi Sad she announced on Wednesday, March 26 that she will turn to the European institutions to investigate why Government of Serbia gave up financing from European funds, which was more favorable, and switched to arrangements with Chinese companies for about one billion euros more expensive.
"Aleksandar Vučić, as the former First Vice-President of the Government of Serbia, the former Minister of Construction Zorana Mihajlović and the former Minister of Finance Mlađan Dinkić must immediately be questioned by the judicial authorities of Serbia, but also of the European Union (EU) - to explain why they made harmful decisions that cost the citizens of Serbia about one billion euros more," said Vladimir Obradović, a member of the Inquiry Commission, professor at the Faculty of Organizational Sciences in Belgrade, at a press conference.
Obradović, referring to the available documentation, stated that preliminary studies funded by the EU in 2012 showed that about 330 million euros are needed for the reconstruction and modernization of the railway from Novi Sad to the Hungarian border.
"How did we get from that figure to the one that was paid to Chinese consortia of over one billion euros?" Obradović asked.
"Friendly agreements outside the rules"
Obradović presented that the idea of modernizing the railway dates back to the government of Prime Minister Mirko Cvetković, when the EU allocated 3,95 million euros from the pre-accession funds for the conceptual design and tender documentation for the execution of the project.
"There is no long explanation but that we abandoned the concept of financing cheap loans, which the EU offered us, as well as grants, because it does not recognize friendly agreements beyond the regulations and that is why the Government of Serbia decided on unfavorable arrangements and partnerships with Russian and Chinese companies," concluded Obradović.
According to his opinion, the then government of Aleksandar Vučić decided on an unfavorable loan in order to be able to do this work in a non-transparent manner.
Eight minutes less - hundreds of millions of euros more
"Another key question is who and when made the decision to redesign the railway from 160 to 200 kilometers per hour without justification," stated Obradović and pointed out that the time saving in that case was eight minutes driving to Subotica, which cost Serbia hundreds of millions of euros more.
"Vučić and the relevant ministers, who signed those arrangements, should answer to the domestic judiciary, but also to the European one," is the conclusion of the Commission of Inquiry.

Professor of the Faculty of Technical Sciences in Novi Sad, Dušan Dobromirov, said that the Starting company was the only domestic company that was a subcontractor in the reconstruction of the Novi Sad website.
He presented that the company had 31 million euros in its account on December 2023, 12, which he assessed as unusual, even though it is a construction company.
"It is very unusual for a company with such success to have its roof fall," Dobromirov concluded.
Professor of the Faculty of Philosophy in Belgrade Ognjen Radonjić pointed out that a special problem is the annexes to the contract in that business, which cheated the commercial contract as well as the loan contract, and the consortium of subcontractors was just a flow boiler for financing.
