Students block buildings Radio and Television of Serbia (RTS) from April 14 at 22 p.m. with a request to announce a new competition for Council members Regulatory Body for Electronic Media (REM).
Responding to the blockade, RTS previously announced that due to "difficult working circumstances" it was forced to adjust the program scheme, and a criminal complaint was filed with the First Basic Public Prosecutor's Office in Belgrade against an unknown person - the organizer of the blockades, and RTS requested the reaction of international institutions.

The President of the Committee for Culture and Information of the Parliament of Serbia, Nevena Đurić, has scheduled a meeting of the Parliamentary Committee for April 28, where it will be decided on the initiation of the procedure for nominating candidates for the election of REM Council members.
The President of the Assembly of Serbia, Ana Brnabić, stated that the session of the Parliamentary Committee was scheduled following the request of the opposition members of that Committee.
Opposition deputies in the Parliamentary Committee for Culture and Information submitted a request to hold a session of that Committee with the aim of starting a new procedure for the election of members of the REM Council, stating that in this way they are also responding to the request of the students who are protesting in front of the Radio and Television of Serbia.
Brnabić said that she is calling on students to end the blockade of RTS, that is, as she stated, to end the "terror and mistreatment of RTS workers that has been going on for more than 200 hours".
"I call for an end to the blockades, I call for talks, to stop the humiliation of people, to stop the persecution and threats. Let's get back to the conversation, the conversation is healing," said Brnabić.
Eight measures of Birodi
The Social Research Bureau (Birodi) proposed eight measures that should reduce discretionary decision-making, improve participation and transparency in the process of proposing, pre-selection and election of members of the Council of the Regulatory Body for Electronic Media (REM), i.e. ensure the highest possible level of quality of candidates for members of the REM Council.
According to Birodi, all legal proponents should publicly publish evidence of meeting the requirements to be one.
"Legislative proponents should send invitations to all relevant experts, who meet the requirements of Article 10 of the Law on Electronic Media, to submit their candidacies during the selection of proposed candidates," Birodi believes.
That bureau also suggests that all legal proponents choose their proposals for candidates for REM Council members according to pre-defined criteria, which will guarantee the expertise and professional integrity of the proposed candidate.
All legal proponents, according to Birodi, should publish a reasoned decision on the selection of proposed candidates, which was made by the legal proponent on the basis of clearly defined criteria, which will guarantee the expertise and professional integrity of the proposed candidate for REM Council member.
Also, Birodi suggests that all legal proponents during the process of nominating a candidate for REM Council member consult the Agency for the Prevention of Corruption in order to determine whether the proposed candidates will have a conflict of interest as public officials.
"The Committee for Culture and Information should make a decision that will define a set of mandatory questions for all candidates for members of the REM Council, based on which each member of the Committee will score the candidates. The sum of points was the criterion for candidate selection," said Birodi.
That bureau also proposes that the public be aware of the results of the scoring of candidates by the members of the Board depending on the parliamentary groups, which, as assessed, will enable statistical analysis to determine whether the members of the Board were biased in the evaluation of candidates for REM Council members.
According to Birodi, mandatory questions should include questions about career advancement and achievements in areas relevant to REM's responsibilities, professional integrity of candidates, i.e. how candidates for REM Council members see the media situation in Serbia, how they think it should be improved and what is REM's role, bearing in mind its legal responsibilities.
