Why Belgrade is rapidly deteriorating

"Every social measure is financed by reducing capital investments, not by reducing corruption or by making the administration cheaper and more efficient. Expenditures in the budget for the bureaucracy are 27,1 billion dinars, which is about 14 percent of the total budget. That is a record!
