Agriculture: Monopoly and quorum
The wheat harvest is in full swing, and the price of this grain is not yet known. All attempts by millers and farmers to get the state involved in the wheat market by purchasing and subsidizing, as in previous years, failed: the Ministry of Agriculture is determined not to subsidize this year's harvest, nor any future harvest, nor will they buy wheat because have filled last year's reserves, but insist that farmers and millers come to an agreement on the market. However, the market does not seem to exist: on the Novi Sad Product Exchange, the only place where wheat is traded, a modest turnover of this cereal was registered. However, everything that was offered, and we are talking about symbolic quantities, was purchased. Undoubtedly, only those who have to sell wheat. True, there was a slight increase in prices compared to last week, when insignificant quantities were also traded: the price of wheat from last year's crop was 9,60 dinars. without VAT. There was also a small increase in the price of new crop wheat, "on green", with delayed delivery and advance payment, of only a few percent and reached 8,80 dinars, thus approaching the one offered by Zito Vojvodina: 9 dinars. per kilogram. The Minister of Agriculture, Forestry and Water Management Goran Živkov announced that he will submit a request to the Commission for the Protection of Competition to initiate proceedings against this association of grain companies for preventing, limiting and distorting competition. As he explained, it is obviously a monopoly of 12 members of Žito Vojvodina, which, regardless of the different efficiency levels of the mills of all members, determined the price according to the least efficient member. "I expect that the commission will have an easy job," concluded Živkov and added that "for this action, a fine in the amount of one to ten percent of the offender's annual income in the previous accounting year is threatened." The Commission for the Protection of Competition tells "Vreme" that the request has arrived and that they are "currently processing it", that the case processed in this way is being forwarded to the Council for the Protection of Competition. The deadline for responding to the request is, they say, eight days from the submission of the application, but they are not sure that this deadline will be met because some members of the Council are on vacation, and without a quorum, no decision can be made.
Assembly: Yesterday, today, tomorrow
The Parliamentary Committee for Labor, Veterans and Social Affairs and the Committee for Poverty Reduction held a joint session where the topic was "The situation of refugees and internally displaced persons in Serbia, yesterday - today - tomorrow". The problems of refugees and displaced persons were discussed by representatives of the Commissariat for Refugees, the Ministry of Education and Sports, the Coordination Center for Kosovo and Metohija, the Executive Council of Vojvodina, UNHCR, OSCE and numerous non-governmental organizations that provide assistance to this part of the population. At the joint session of two parliamentary committees, it was said that Serbia is the country with the largest number of refugees in Europe. 107.000 persons have the status of refugees, and 208.391 are internally displaced. About 18.000 people with KM live in Montenegro, and between 16.000 and 20.000 people are internally displaced in Kosovo itself. The loss of refugee status for a certain number of people and the position of internally displaced persons in Montenegro after disunification were highlighted as special problems. Commissioner for Refugees Dragiša Dabetić emphasized that internally displaced persons are not only Serbs, but that thirty-one ethnic groups are represented. The participants also referred to the problems related to the realization of the rights of refugees and displaced persons, such as difficulties in obtaining personal documents, employment, access to social services and the absence of an asylum system. The impossibility of some refugees, especially from Croatia, to exercise the right to tenancy was highlighted as one of the biggest problems. Special attention is paid to programs for return, integration, admission to citizenship and housing projects.
Central prison: Suicide
On Monday, July 10, exactly one week after the detainees' protest, when sixty-five prisoners sewed their mouths shut, and 320 of them began a four-day hunger strike, Zoran Nedeljković (41) from Pancevo hanged himself in a cell of the District Prison in Belgrade, suspected of belonging to the "road group the mafia". He committed suicide by hanging himself from a sheet that he tied to the upper part of the bed. His body was found by guards who entered the cell to invite him to lunch. Nedeljković was placed in a cell with two other detainees who were on trial at the time of the suicide. First aid was given to Nedeljković by prison doctors, and then the emergency team also unsuccessfully attempted resuscitation. On the same day, the on-duty investigative judge of the District Court conducted an investigation in CZ. Nedeljkovic has been in custody since May 25 last year. He is suspected of criminal association and abuse of official position, and the police labeled him as one of the organizers of the "road mafia". He was housed in a special detention unit known as "Hyatt" and, as reported by the District Court, he did not participate in last week's protest by detainees. In the criminal complaint, the "drug mafia" is accused of defrauding the state by more than 2000 million dinars from 700 until the moment of its arrest. 37 people are in custody, and 60 people have been charged. Zoran Nedeljković is the younger brother of Miloš Nedeljković, financial director of Putev Srbije. The Nedeljković brothers were toll collection controllers until 2003, when they both left the company, and a year later, the current director of Putev Srbije Branko Jocić returned Miloš to the company and appointed him head of the toll collection department. Nedeljkovic's suicide is the last in a series of incidents that took place in the Central Prison. On the morning of June 30, Miko Brašnjović (54), who was arrested on April 12 on suspicion of belonging to the "bankruptcy mafia", was found hanging in the toilet of the prison room. According to the data of the Administration for the Execution of Prison Sanctions, this year there were five suicides and eight attempted suicides in correctional institutions in Serbia, which were prevented by the intervention of employees. By comparison, last year there were eleven suicides and forty-nine suicide attempts.
Health care: Hyperbaric chamber
The hyperbaric center of the "Zemun" Clinical Hospital Center, the only one of its kind in Serbia, has been completely renovated, which has re-created the conditions for more efficient care of the most difficult patients. Servicing the chambers cost 110.000 euros, and the funds were provided by the Republic Health Insurance Institute. The renovated baro-chamber (the oldest in this region) is a product of the Belgian company Dreger, a leader in the production of devices in this field of medicine, whose experts performed the modernization and general service of the device. The beginning of treatment with this method in our country is linked to the pioneering work of Dr. Dekleva and the year 1973, when more than 100.000 patients from the entire former SFRY were treated in oxygen chambers. The treatment procedure presupposes that the patient is diagnosed with a disorder, after which the oxygen treatment itself, which is based on the solubility of pressurized gas in a liquid, comes next. According to Dr. Ivo Berisavac, director of the "Zemun" Clinical and Hospital Center, the chambers are harmless, and they are used in the postoperative course as well as in various diseases. They are effective in the treatment of gangrene, various infections, heart problems and neurotrauma. The deficit character of this technology means that the current capacities of the "Zemun" KBC with three single-room chambers work in two shifts, while special examinations are scheduled on Mondays, Wednesdays and Fridays. The functioning of the work is under the strict supervision of professional staff, and the control of the premises where the chambers are located is performed by the Special Department of the MUP. Within the "Zemun" KBC, the remodeling of the main building and the department for pediatrics is starting.

Justice: World Secret
The District Court in Niš confirmed the acquittal of Bishop Pahomi of Vranje, alias Tomislav Gačić, accused of sexually abusing four boys from 1999 to 2002. After an almost three-year trial, the Municipal Court in Niš acquitted the bishop of the charges, with an interesting explanation that the court proceedings did not prove that the accused had committed the criminal acts of lewd acts that were charged against him, with the caveat that "a certain degree of well-founded suspicion exists, but not and such that the court would pass a guilty verdict". Translated into the Serbian language, the bishop is most likely palpable, but the testimony of only palpables is not enough to be convicted. Even more interesting than the explanation of the first-instance verdict is why there is no explanation of the District Court's decision: as it is written in the press release issued on this occasion, it was taken into account that, given the nature of the criminal offenses charged against the accused, the public was excluded in the aforementioned proceedings in order to protect interests injured minors, that thus all information related to the procedure is an official secret, so more detailed information regarding the decision made cannot be disclosed to the public, as this would constitute a criminal offense of violation of the confidentiality of the procedure. "It is not the protection of the interests of the children, but of the court and the accused," Aleksandar Stojković, the lawyer of the injured party, told "Vreme", and added that this verdict, like the first-instance verdict, does not surprise him at all, considering how the process was going all along: I suggested to the prosecutor that in the appeal he requests that the main trial be held before the District Court, that the main evidence be presented again. He didn't even deign to give me an answer, nor did he inform me that the Chamber would decide on the appeal, and I learned the result from the press." He explains that to the shame of our judiciary, this decision ended the process the way it ended. "This verdict represents a true mockery of justice and a mockery of innocent victims," Jetko states.
Extinction species: In one day
According to the latest statistical research, the entire population of an animal species can become extinct in one moment. This will happen if the population is affected by some external factor, such as the onset of an ice age, global warming, an increase in the number of predators, a volcanic eruption or the fall of a giant meteor that is believed to have caused the extinction of the dinosaurs. Previously, it was considered impossible for all individuals to die out in a synchronized manner. Logically, it would be expected that some isolated community would manage to survive a mass extermination. It has always sounded puzzling how all the dinosaurs died out so quickly 65 million years ago. Research by two Indian physicists has shown that all individuals of a species can become extinct in a very short interval. In a statistical simulation conducted by Ravindra Amritkar of the Physical Research Laboratory in Ahmedabad and Govindan Rangarajan of the Bangalore Institute of Science, existing data from a Norwegian observation of population growth and decline were analyzed. Indian scientists applied the method of nonlinear physics and modeled the behavior of various parts of a population. Disjointed communities have been shown to die out simultaneously if external conditions suddenly change. In addition, Indian scientists have come to the conclusion that the probability of a species becoming extinct can be represented by a single parameter. If its value is below zero, the species will be exterminated, and if it is higher, it will manage to survive. The value of the parameter depends on the competition between the species. This research will help to better understand evolutionary changes in the living world. According to statistics, more than 99 percent of all species that have ever lived on Earth have completely died out.
Vladimir Stankovic, a long-time correspondent of "Vremen" from Barcelona, became the sports director of the Dynamo basketball club from Moscow. He was born in 1949 and has been a journalist for more than 37 years. He wrote his first news on March 1, 1969 for Zagreb's "Vjesnik", where he worked as a correspondent for the next ten years. He continued his career in 1979 in "Borba" as a sports editor. During his work at "Borba" he had, as he says, a couple of "excursions" of which he is proud - in 1987 he was the head of the desk for six months, in 1988 he was the editor-in-chief of the sports weekly "Tim", and in October of the following year he launched a sports monthly "Koš", one of the best sports monthly ever published in the SFRY, which was sold in large circulations throughout the former Yugoslavia. At the end of 1991, as a correspondent for "Borba", he went to Spain, from where he reported on the Olympics in Barcelona in 1992. Since the 80s, he has collaborated with the Spanish sports daily "Mundo deportivo", for which he reported continuously for eight years from 1992. At the same time, since 1993 he has been collaborating with "Vremen. From the moment of the establishment of the basketball Euroleague, he became its media director and will perform this function until August 1 of this year. As he says, during those six years of work in the Euroleague, he had good cooperation with the European media and helped raise the standards of sports reporting. In addition to the function of sports director of Dinamo Moscow, Vladimir Stanković will also perform the function of media director for relations with the world. "This club needs good propaganda." I am grateful to Dušan Ivković, who, based on our long-term acquaintance, judged that I could help Dinamo. I'm looking forward to it. It is a great challenge and another new beginning for me.
