Students and citizens, therefore, December 28, 2025 is one day away collected 400 thousand signatures those who cannot see the kleptocracy of Aleksandar Vučić. Twenty days later, organized by students from Novi Sad, at a meeting called "What does victory mean?" they are formalized the first two program items student movement: lustration and application of the Law on the Origin of Property.
Another great move: it's important to offer concrete, clear, logical solutions that aim for the "after". Because only deeply disoriented citizens do not know that behind a kleptocratic regime nothing remains but scorched earth. That is why it is necessary to ask the question, unequivocally: what next?
And it was said what happened next: lustration and investigation of the origin of the kleptomaniac's property.
The experience of the first Serbian Republic
Therefore, students and citizens continue to move within the republican framework - they are focused on legal solutions. But if there is not much to say about the implementation of the Law on the Origin of Property - of course it is one of the ways to dismantle kleptocracy, it is a logical step - there would be a lot to note about lustration. (Here one could refer to the works of Professor Vladimir Vodinelić on lustration.)
In this case, lustration would mean taking away the civil rights of the highest and middle strata of the regime, as well as the prominent beneficiaries of that regime (of course, the future, second Serbian Republic would have to muster the strength and implement positive laws related to the overthrow of the constitutional order; we'll see if that law will also be included in the package.)
Let's say right away: lustration is not the happiest solution because lustration is resorted to when there is not enough power to enforce positive laws, that is, in cases where the old regime has not been completely defeated (so it is a kind of compromise). In the case of the first Serbian Republic, the 5th of October, lustration would have been ineffective due to the huge number of those who participated in Milosevic's crimes and who formed the basis of the regime. It turned out, however, that the October 5th Republic did not have the strength to implement positive laws, so too many members and beneficiaries of Milosevic's regime remained outside the scope of the law (and, as we can see, woke up after hibernation and vampirized).
Another problem is that strong political will is needed.
Finally, even when it is translated into law, lustration does not have clear boundaries, that is, it is very difficult to determine the depth to which it could reach. All these, we say, are challenges.
When no stone is left upon another stone
There is, however, a very healthy note in this program point. No stone is left unturned behind Vučić. He devastated the land in length, breadth and depth. Everything is polluted, and it will take a long time, probably more than ten years, for Serbia, if it is smart and lucky enough, to sort itself out and recover a little. It will take a long time for the judicial system to recover. Prosecutors' offices and courts in cooperation with the corrupt and criminalized police will not be able to carry out a thorough cleaning of the state and society.
To that extent, lustration appears as an imperfect but effective tool that can clean up the highest echelons of pests in a short period of time and in this way - at least those who do not end up in prisons - remove them from the public. Therefore, this decision shows the extent to which students and citizens are aware that "the day after" is entering a new cycle of torment. This time, however, the torment that can bring some kind of hope.
