The year 2026 brings important changes for pensioners in Serbia, but also for those who have yet to go to pensionIt is planned increase in pensions, pensioners with lower incomes will have a cash supplement, and the retirement age for women is being moved.
The government presents the announced changes in the pension system, which will come into force in 2026, as a significant shift in favor of pensioners. However, the question arises as to the actual scope of these measures.
Pension increase: Real growth or just tracking inflation?
Pensioners will have an increased amount on the first pension check they will receive at the beginning of January compared to the previous month - by about 12 percent.
With that, the average pension should reach 488 euros.
"Really a huge difference compared to 2012, when the average pension was 204 euros," the Minister of Finance said recently Sinish Mali.
Although on paper the average pension has more than doubled since 2012, a a 12 percent increase seems significant, it remains an open question how much it is really an increase in the purchasing power of pensioners, and how much it is just an attempt to catch up with the multi-year increase in prices.
In previous years, inflation has significantly reduced the real value of pensions, especially when it comes to the costs of food, energy and medicine - the categories on which pensioners spend the largest part of their income. In this context, the announced increase can rather be interpreted as a correction of the backlog, rather than as a substantial improvement in living standards.

The president of the Union of Pensioners of Serbia, Milan Grujić, told the Biznis portal that the increase in pensions is by no means enough to improve the situation. senior citizens, especially in relation to the rise in living costs.
Pensions have grown progressively, especially in recent years, from 26.324 dinars in 2018 to 50.686 dinars in 2025. However, as economist Milan Kovačević previously told "Vreme"., there were no significant benefits from that.
"In the last five or six years, we have had the highest inflation in Europe, which means that we do not benefit from that increase," Kovacevic said.
The average pension is less than half of the average salary
Years ago the average pension did not even reach half average salaries in Serbia. Also, this is an average, and in practice the difference is much larger for most pensioners, especially for those with low or minimal pensions.
"The average pension is losing the race with the average salary, which is also not spectacular. Now the level is below 50 percent, while in 2012, for example, it was above," the economist previously told "Vreme" Goran Radosavljevic.

In addition to the regular adjustment, in the period from January to December 2026, that is, with the pension for the last month of 2025 and ending with the November pension in 2026, pensioners who have up to 73.700 dinars will also receive a monetary supplement with their pension.
The maximum amount of the supplement is up to 5.000 dinars per month, and it will be paid together with the pension.
Beneficiaries of old-age, premature old-age, disability and family pensions are entitled to a monetary amount as an increase in addition to their pension.
Pensioners, depending on the amount of their pension, will receive different amounts of allowance.
"Those with the lowest pension receive five percent. These are pensions in the amount of 12.000 or 9.000 dinars, as well as disability or family pensions that amount to 80 percent of a certain amount. There is a special formula based on which it is determined that those with the lowest pension receive five percent, while those with the highest pension, which is 73.000 dinars, receive 100 dinars. This amount changes every year," said the president of the Association. Milan Grujić of the Union of Pensioners of Serbia for Business.
The aim of this measure is the additional protection of pensioners with lower incomes in the next year, while maintaining the existing system of regular adjustment of pensions.
The New Frontier for Women: Equalization or Additional Burden?
As of January 1, 2026, the conditions for retirement for women are changing. They will be able to retire at the age of 64, with at least 15 years of service. This change represents a continuation of the gradual equalization of conditions for women and men.
The age limit for women moves every year, and it is planned that it will reach 65 years in 2032, which is already valid for men.
Although this change is formally presented as a step towards equality, in practice it can have the opposite effect.
On the labor market in Serbia, women continue to have more frequent career breaks, lower wages and shorter work experience. Extending working life for women in such conditions can mean either staying longer in lower-paid jobs, or retiring with lower incomes due to insufficient seniority.
Who can go earlier and who can't?
There is a rule that allows retirement with 40 years of service and at least 60 years of age.
However, in reality, this opportunity is used by a small number of citizens - mostly those who got employed very early and had stable, uninterrupted work relationships.
For most workers, especially in the private sector, this scenario is difficult to achieve, which makes this provision more of an exception than a real alternative.
Premature retirement brings with it a permanent reduction.
Between statistics and reality
The changes that will come into force in 2026 will undoubtedly bring some financial relief for some pensioners. However, when seen in a wider context, they look more like short-term corrections than a deep reform of the system.
There is still a big gap between the statistical growth of pensions and the everyday reality of pensioners, and the question is whether the new measures will really reduce that gap or just make it less visible.
