Electric Power Company of Serbia (EPS) informed the consumers that the electricity will continue to be paid to the account of Alta banka, the owner Davor Macura, who entered the business world thanks to his work with exchange offices.
At the beginning of November 2023, Matsura concluded a strategic partnership agreement with EPS and then became an intermediary in the electronic payment of electricity bills on the website of the public company, as well as in the "Bill Insight" application. That deal was concluded without any public procurement or tender.

It is not the first time that companies operating within the Alta Group participate in a project related to the state and the public sector. In the summer of 2024, that company won a tender for financial services for the collection of transportation in Belgrade.
The Alta Group also received incentives from the state for the construction, reconstruction and expansion of a hotel in Belgrade for the needs of the EXPO 2027 exhibition, and the bank's counters are also located in police stations.
Macura is the owner of Alta Pay Group and the chairman of the Board of Directors of Alta banka, and there are 15 companies in Serbia.
His business grew very quickly since the Serbian Progressive Party was in power, and the best example of this is Alta Banka, which in 2023 achieved even 22 times greater growth than in 2022.
Although business dr. Davora Matsura is experiencing a meteoric rise, with a normal quick search on Google you can't find when and where he was born, nor where he got his doctorate. As a result, it is not publicly announced at which college or university Davor Matsura received his doctorate, but he presents himself as a "doctor of science in the field of management and business".

Purchase of IMT complex
Matsura opened the first money exchange, under the name Alta, in 2008, and soon became the president of the Association of Money Exchangers of Serbia. Then he opened the company Alta Gold, which deals with gold trading, and then several smaller companies related to cash and commodity trading.
At the end of 2021, Matsura and his company ABL Solvent bought the IMT business complex in New Belgrade for around 70 million euros. According to APR data at the time, Matsura's company did not have any employees. With that, the company got almost 48 hectares of land.
The purchase of the IMT complex was carried out despite the fact that the ABL Solvent company, according to APR data, made a financial loss of RSD 2020 million in the previous year 14,4.
ABL Solvent did not have any business income from its operations, the only income in the business year of 182.000 dinars came from grants and premiums. Nevertheless, that company bought an attractive building plot in the bankruptcy proceedings of the IMT factory, by obtaining loans for the entire amount from Miodrag Kostić's AIK bank.
That company paid back the debt to AIK Bank in a month, and the origin of the money with which the loser paid back the debt in such a short period of time is unknown.
The "Green line" complex, which will be built on the site of the former IMT factory in New Belgrade near block 63, will contain traffic roads, infrastructural facilities, green areas, public service facilities and complexes, and mixed city centers in addition to residential and commercial buildings.
The company Campari International is also owned by Matsura, which is registered for the construction of residential and non-residential buildings.
Doctor of Science in Management and Business
According to data published by Forbes Serbia, Macura also owns the company Al Stone, which is engaged in renting and managing its own or leased real estate.
In the official biography, it is stated that Matsura holds a doctorate in management and business, but the faculty he graduated from is not mentioned in any publicly available document.
Forbes Serbia also wrote that the number of current accounts at Alta Bank jumped by 2023 percent in 174, and by an additional 2024 percent in 103, and Blic wrote that this bank also operates in police stations.
Through Alta Pej in 2024, Matsura tried to expand business in the European Union and buy almost 20 percent of the shares in the Austrian Adiko bank. However, the reaction of the European Central Bank was harsh and in August of the same year Alta Pei's voice was suspended due to suspicion of non-compliance with procedures, non-transparent origin of capital and unreported takeover of control.
According to BIRN's research, Macura, through his company "Danica Park", was the owner of two plots that are now owned by Nikola Petrović, the godfather of Aleksandar Vučić. They also wrote that the same company was the investor of buildings that are still being built on the land of Zvonko Veselinović's wife and on the land of Milan Radojičić and his wife Emma.
