President of the Independent Trade Union educational workers Dušan Kokot of Serbia warned that the eighth round of employment in enlighten it can open up space for pressures on employees who have been working for a fixed time for years and waiting for a permanent contract.
Kokot told FoNet that directors could use the possibility of permanent employment as a means of putting pressure on teachers, citing as an example the requirement that they collect safe votes in order to have a better chance at the contest later. That is why he urged employees not to agree to such blackmail, noting that even in that case there is no guarantee that they will get a permanent job.
As one of the problems of the new round of employment, he singled out the condition that the workplace must have at least 50 percent of the norm. According to his explanation, because of this, part of the employees could remain outside the competition, even though they have the full norm working in several schools.
Kokot cited as an example a chemistry teacher who can be hired in three schools with 33 percent of the norm each. Although in this way he would have a full quota, none of the individual schools would be able to announce a competition for his position because it does not reach the required 50 percent in each of them.
No guaranteed competitive edge
An additional problem, according to him, is the fact that employees who have been working at a certain workplace for years do not have an advantage in the competition guaranteed by law or another act. Thus, a teacher who has worked in the same position for 15 years can be rejected, while another candidate who meets the prescribed conditions can win the competition.
Kokot explained that the school first submits a request, which is then processed by the school administration, after which the consent of the competent body of the Ministry of Education is obtained. That consent, however, does not refer to a specific employee, but to a norm.
According to his interpretation, the school can thus report that it has a geography teacher with 100 percent of the free norm, while the commission of the Ministry does not approve the employment of a specific teacher, but gives approval for one norm, on which a competition can then be announced.
More precise data on the number of jobs that meet the requirements will be known after October 6, when schools should submit data on needs and available jobs.
The Minister of Education in the technical mandate, Dejan Vuk Stanković, announced earlier that the process of the eighth phase of employment in education for an indefinite period has begun. According to his estimates, by the end of the year, at this stage, around 4.000 people who have at least 50 percent employment could get a permanent job.
