The indictment for fall of the canopy of the railway station in Novi Sad, a little over a year and a half since the tragedy, he confirmed Court of Appeal in Novi Sad, writes 021.rs.
The accused are the former Minister of Construction Goran Vesić, his assistant Anita Dimoski, former acting director of "Serbian Railway Infrastructure" Jelena Tanasković and former director of "Serbian Railway Infrastructure" Nebojša Šurlan.
Also accused were Slobodan Naumović, the responsible designer of the construction structure at the CIP Institute of Traffic, the chief designer at the CIP Institute Milan Jelkić, Ljiljana Milić Marković, the chief designer in front of the company "China Railway Design Serbia" and Jasna Stojiljković Milić from the company "Cestra".
The indictment also includes responsible persons in front of the Chinese consortium for the execution of construction works, Zorica Slavković and Dušan Janković.
The defendants are Marina Gavrilović and Dejan Todorović, who are also the name of the consortium led by Project Bureau Utiber and were in charge of supervising the execution of construction works, as well as professor Milan Spremić, and engineers Marina Gavrilović and Dejan Todorović from the company "Ežis", which was in charge of supervision.

What are Tanasković, Vesić, Dimoski and Šurlan accused of?
Jelena Tanasković was accused of failing to comply with several provisions of the Law on Planning and Construction, as well as the Law on Safety in Railway Traffic.
It is also alleged that on July 5, 2024, she put into use the lobby of wing B of the railway station, although from May 7 to October 15 of the same year, works were carried out on the station building, which were not reported.
She is accused of knowing that the suitability for the use of the building of the Railway Station in Novi Sad was not determined by a technical inspection, because the technical inspection had not been carried out, and that a use permit had not been issued either.
Goran Vesić and Anita Dimoski were accused of not acting in accordance with the provisions of the Law on State Administration, the Law on Planning and Construction, and the Law on Safety in Railway Traffic.
Vesić did not order the Department of the Republic Building Inspection to undertake the necessary work, and Dimoski was accused of not informing the Republic Building Inspection of the previously observed irregularities.
Because of all this, no inspection was initiated, which would have established that there are defects in the building of the Railway Station in Novi Sad that threaten the safety of its use and the environment. The indictment also states that the building was not technically inspected in accordance with the law, nor was a use permit issued. If the inspection had been carried out, the building inspector, upon going to the field, would have prohibited the use of the building or its part until the identified defects were eliminated.
Both Vesić and Dimoski were at the opening of the railway station on July 5, although they were aware and knew that the legal requirements for this had not been met.
Nebojša Šurlan was accused of not acting according to the provisions of the Rulebook for Building Structures, because, among other things, during his term of office, he did not issue orders for regular inspections aimed at determining and assessing the condition of the structure.
He is also accused of not having implemented the special measures ordered in 2020 by the Directorate of Railways since assuming the position of general director. He did not do that even with the decision from 2021.

What are the others charged with?
Slobodan Naumović created a project for the construction, reconstruction and adaptation of the station building of the Novi Sad Railway Station. He charges that during the construction process, he did not assess the suitability of the building for reconstruction, as well as the scope and type of necessary preliminary research that would be the basis for the construction of the project.
It is also alleged that he did not determine the technical properties of the existing structure, nor did the technical documentation contain a description of the condition determined on the basis of the archival project or a recording of the existing condition of the building.
He was accused of not inspecting the building in a way that would have identified a deficiency in part of the structure and the need for a more detailed inspection and possible interventions. He did not consider the canopy as an integral part of the structure, so the necessary load-bearing controls were not carried out.
Milan Jelkić was in charge of creating the conceptual design, and he is accused of not pointing out the need for a report on the assessment of the state of the structure due to the lack of an archival project, as well as the age of the building and its structural specificity, thus failing to establish that there was corrosion of the cables.
Ljiljana Milić Marković was entrusted with the preparation of the project for the construction permit, and she is charged with similar omissions as Jelkić.
Milan Spremić is charged that when analyzing the project drawn up by Naumović, he did not identify its omissions and that he did not check whether all the technical and technological solutions for the construction of the station building were included in the conceptual design, i.e. the necessary basis for the preparation of technical documentation.
He was also accused of not issuing any measures, nor did he draw up remarks in order to eliminate the mentioned defects, thus failing to order measures on the basis of which it would be possible to determine that corrosion had occurred in the process of carrying out expert control of technical documentation.
Jasna Stojiljković Milić was in charge of the technical control of the project for the building permit, and she was accused of failing to establish that the project did not contain all the necessary parts, namely the part related to the assessment of the condition of the existing building, and that no previous investigative work related to the stability of the building was carried out.
She also charges that she did not check whether the project contains all the necessary foundations, as well as that she did not order any measures during the control procedure.
Zorica Slavković and Dušan Janković are accused of failing to provide evidence of the quality of the works performed, i.e. installed materials, installations and equipment.
Marina Gavrilović and Dejan Todorović are accused of not recording the condition of the canopy of the station building when the previous coverings were removed and new ones made of tempered glass with an aluminum substructure were placed. They did not record omissions in the form of observations in the construction diary either.
It is alleged that they did not include in the reports that the places around the tension of the canopy should be patched with plaster, nor did they visit and inspect the building in order to identify defects and the need for a more detailed inspection and interventions. Therefore, they are accused of not having carried out professional supervision or control and checking the quality of the works, even though the shortcomings during the execution of the works were noticeable.
The prosecutor believes that all the accused, by not following the regulations, caused a danger to life and limb of people in a place where a large number of people gather. As stated in the indictment, they were able to understand the significance of their actions and manage their actions, aware that their actions could cause such a danger, to which they agreed, lightly believing that this would not result in physical injuries and the death of a large number of people.
