A question of status University of Pristina with a temporary headquarters in Kosovska Mitrovica (UPKM) gathered students and professors of that University at stands held on Tuesday (March 3) in North Kosovska Mitrovica. The forum was held in the ceremonial hall of the North City restaurant because the informal group of professors "ProAktiv" did not receive permission to hold the forum in the amphitheater of the Faculty of Technical Sciences in Kosovska Mitrovica.
The announced application of the Law on Foreigners from March 15, as well as the recent ultimatum delivered to the Faculty of Technical Sciences UPKM by the University of Pristina (according to the Kosovo system), to move out or sign a contract with them within 30 days, has actualized the issue of the status of UPKM. That deadline expires in about a week. There is concern among students because of the uncertainty. Information is scarce, that is, practically non-existent.
At the discussion held, the student of the Faculty of Philosophy, Dimitrije Rakočević, asked three questions: "What exactly does the integration of the University mean? What can we do to stop it, prevent it, in the worst case, postpone it (integration)? Who should we turn to?".
He added that in order to answer these questions, a stronger academic community is needed where dissenters and those who did not take to the streets would join.
Prof. Dr. Danijela Kulić from the Faculty of Philosophy emphasized that an election council was held at the Faculty of Philosophy on Tuesday (March 3).
"The rector (Nebojša Arsić, editor's note) came today to talk to him. What encouraged us all at the Faculty of Philosophy is the fact that almost all colleagues had a lot to say, to critically point out all the consequences that will come if the Law on Foreigners is implemented. We have not experienced that until now. Silence reigns, fear reigns and everyone who says that fear does not exist, it exists. It exists because here we have neither the right nor any protection," Kulić pointed out. How does the Aliens Act affect, for example, students? If the student does not have Kosovo documents, he would have to report his stay to Kosovo officials. According to the data of the Serbian List, there are about 3000 of them at UPKM. The law provides that someone who needs a temporary residence, for example, must submit proof of enrollment in an accredited institution of higher education in Kosovo. Such documents cannot be issued by Serbian institutions. Therefore, the question arose - what will happen to them?

An unanswered question - what is the solution?
Lawyer Dragutin Nenezić says that the University of Prishtina with its temporary seat in Kosovska Mitrovica is caught between two fires - "between its founder (Serbia ed. author), who in the end will react the only way he can, which is to move the University like all the other institutions he moved" and Pristina.
Nenezić emphasized that there is no reliable information about what Serbia will do, but that he does not see what else can be a solution. However, he pointed out that there are enough legal arguments to demand that the University remain in Kosovo.
According to his unofficial knowledge, education and healthcare will be discussed in Brussels this week.
"There are some announcements that this week someone in Brussels is making an agreement on something. First of all, it will not be any agreement, it will be at the very least a mild interim solution for the people who are affected by the implementation of this Law (on the elderly), and primarily focused on education and healthcare. I don't think anyone is dealing with the University, and I would like someone to correct me," explained Nenezić.
Constitutional law professor Slobodan Orlović from Novi Sad said at the forum that the only solution when it comes to the Law on Foreigners is to either prolong or suspend its implementation.
"If the hypocritical European Union and, it seems to me, the still disoriented government of billionaires in the USA would influence the Kosovo authorities to suspend or remove this law for a while, that would be the only possible way out of this situation," concluded Orlović.
