For all households that have a paper bill for electricity replace it with an electronic one and pay it by the 20th of the month, Electric Power Company of Serbia (EPS) allows a discount of seven percent.
However, citizens from the EPS also have some other options for discounts on the electricity bill of 5 and 6 percent. Which discount, what it means, how to get it and whether it is related to zones and tariffs, is explained in the following lines, Katarina Pantelić writes for Nova Ekonomi.
Depending on the consumption of electricity on a monthly basis, the consumption is divided into three zones by color - green in which the consumption is up to 350 kilowatt-hours, blue from 350 to 1.200 and red in which the consumption is greater than 1.200 kilowatt-hours.
Depending on the consumption, that is, the zone in which a household is located, the electricity bill is calculated accordingly.
When it's time to pay the bill, citizens can get certain discounts and thus make their expenses easier.
They can do this by choosing the electronic delivery of the invoice through the Insight into the account portal and registering there or downloading the same app and log into it. They can also enable the electronic delivery of invoices by filling out a request for the issuance of an electronic invoice at the counters in the offices of Elektroprivreda Srbije.
The procedure for choosing an electronic account is, as stated by EPS, simple, and the advantage is that citizens receive an account to the email address they specify. This saves paper, but also time and there is no waiting for the postman.
Payment of bills
Once they do, the next step is to pay the bill.
If citizens have an electronic bill and pay the bill by the 20th of the month, they are entitled to a 7 percent discount.
Apart from this, there are other discounts of 5 and 6 percent. A discount of five percent is valid for all those who pay their bill by the 28th of the month, while a discount of six percent is valid for those households who read the balance on the meter themselves, send the data to Elektrodistribucija Srbije and pay the bill by the 20th of the month.
It is important that citizens know that a household can receive only one discount and decide for themselves which one they will use. Therefore, one household can have only one of these three discounts during the month and depending on whether they will read the meter themselves, pay the bill by the 20th of the month or by the 28th, it also depends on how much discount they will have.
From an economic point of view, it pays for citizens or households to settle the bill by the 20th of the month and thus receive a seven percent discount on the bill.
What about those with low monthly incomes?
The Government of Serbia recently passed an act regulating the so-called status of energy-vulnerable customers, that is, all those who have low monthly incomes or pension per household member. By obtaining the status of an energy-vulnerable customer, these households can obtain an additional discount on their electricity bill.
In order to be registered as energy vulnerable customers, citizens must go to social work in the place where they live and fill out the "ZEUK4" form there, and then the local self-government will further resolve this issue in the next 30 days.
The regulation by which it is now possible to have the status of energy-endangered customer applies from the calculation of pensions for December 2025.
Until now, pensioners with pensions in the amount of 27.711,33 dinars, who have a meter in their name, had the status of an energy vulnerable customer. Now, with the amendment of this decree, benefits will be available in addition to war and civilian military invalids and other beneficiaries of rights in accordance with the regulations on veterans' and disability protection.
Citizens who exercise the right to cash social assistance, increased cash social assistance, child allowance, increased allowance for the assistance and care of another person, apply by submitting a request to their local self-government, and thereby acquire the right to a reduction in electricity, gas or heating bills.
As the media reported, based on the acquired status of an energy vulnerable customer, pensioners with the lowest pensions will receive a discount of 1.000 dinars on their electricity bills from October 2025 to March 2026.
Also, those who have the status of a vulnerable customer and who are entitled to an additional discount, if they pay their electricity bill by the 28th of the month, can obtain an additional five percent discount.
The lowering of the border between the blue and red zones, from 1.600 kWh to 1.200 kWh, will not apply to energy-vulnerable customers in the period from October to March.
It was estimated at the time that with this relief, pensioners with minimum pensions and beneficiaries of veterans' and disability protection rights will be able to reduce their bills by around 1.500 dinars during the heating season.
Also, energy-dangerous customers have the right to reduce their electricity and natural gas bills, regardless of their monthly consumption during this heating season.
Requests are resolved within a month, and can be submitted throughout the year.
On what basis can you have the status of energy vulnerable customer?
The criteria for acquiring the status of an energy-vulnerable customer are financial position, total monthly income of the household, number of household members and property status.
In addition, the person who is entitled to cash social assistance, increased cash social assistance, child allowance or increased allowance for the help and care of another person.
Household members who have the right to a monthly pension up to and including the amount of 27.711 dinars on which the electricity bill is kept have the right to the status of an energy-vulnerable customer.
This status can be obtained based on the health status of a household member, as well as the status of a fighter, military invalid, and the like.
In relation to the number of household members, the total monthly income of the household, determined according to the data of the Ministry of Trade on the value of the minimum consumer basket for a three-member household, can be at most:
1) up to 25.362,52 dinars for households with one member;
2) up to RSD 40.198,11 for households with two members;
3) up to RSD 55.033,70 for households with three members;
4) up to RSD 69.869,29 for households with four members;
5) up to RSD 84.704,88 for households with five members;
6) up to 99.540,47 dinars for households with six members;
7) for households with more than six members, for each additional member: 14.835,59 dinars is added.
The property status from this regulation implies that the household does not own another housing unit except a housing unit with a maximum area corresponding to the number of household members, which is determined by the law regulating housing and building maintenance, increased by 10 square meters (m2).
The total area of the residential unit is:
1) for a single-member household up to 40 m2;
2) for a two-member household up to 58 m2;
3) for a three-person household up to 66 m2;
4) for a four-member household up to 74 m2;
5) for a five-person household up to 87 m2;
6) for six-person and larger households up to 96 m2.
A rural household can own one residential unit and acquires the status of an energy-vulnerable customer, regardless of the area of that residential unit.
