The signatories claim that it is not hostile, but Belgrade still interprets it as a threat, with the additional fact that the agreement with NATO members is signed by a non-member party. The year before last, news broke that the US Congress approved the delivery of 246 Javelin missiles, the value of which reaches 75 million dollars. The missiles are still not in Kosovo, although the Kosovo authorities regularly announce their arrival.
